A report delivered at the event said that in October under the instruction of the General Staff, units and agencies throughout the military actively implemented and effectively fulfilled all assigned missions, strictly maintained combat readiness regulations, made recommendations for higher levels to deal with unexpected situations in a timely manner, and successfully held exercises. Military agencies and units also hosted a second training period in 2020 for their troops, prepared enough forces and vehicles for search and rescue missions upon request, and actively helped storm-hit localities in Military Region 4 mitigate natural disaster consequences.

At the conference, delegates also agreed on eight groups of key missions for November and put forward approaches to raise the effectiveness of task implementation in the coming time.

Speaking at the event, General Giang highlighted the results of the task performance of the General Staff in October and pointed out shortcomings that need to be fixed in November.

Regarding missions for November, the Chief of the General Staff asked agencies and units under the General Staff to instruct the whole military to strictly maintain combat readiness regulations and continue training as planned and to check and supervise the organization of joint-force exercises, live-fire shooting tests, and festivals at all levels. 

In addition, the General Staff should monitor the building of comprehensively strong units and their execution of military disciplines and regulations, review the outcomes of education and training work from this year and build the military recruitment plans for next year, and always be ready to conduct search and rescue missions.

* On the same day, Deputy Defense Minister Senior Lieutenant General Le Huy Vinh led a mission of the Ministry of National Defense to check the Tri An Hydropower Plant’s implementation of military and defense missions.

At the working session with the unit’s representatives, General Vinh acknowledged and highly appreciated achievements obtained by Dong Nai province’s armed forces, relevant agencies, and the Tri An Hydropower Plant over the past time. Highlighting the importance of the Tri An Hydropower Plant to Dong Nai province in particular and nation in general, Vinh asked the plant’s personnel to give priority to combat readiness missions and heighten vigilance to maintain safety for the project, contributing to ensuring the energy security of the nation. 

He urged relevant units to promote political education and information dissemination to raise troops’ and people’s awareness of the importance of the project and cooperate with localities in implementing local military and defense missions, thus consolidating defensive areas and ensuring political security. 

* Deputy Defense Minister Lieutenant General Nguyen Tan Cuong and Deputy Minister of Science and Technology Le Xuan Dinh chaired a working session between the two ministries on examination and supervision of Defense Ministry’s application of the ISO 9001 standards-based quality management system on October 27.  

Speaking at the meeting, General Cuong briefed delegates on the Central Military Commission’ and Defense Ministry’s leadership over the building and application of the quality management system based on ISO 9001 standards in the military. Considering administrative reform a key mission, units under the Ministry of National Defense recommended measures to effectively implement the Prime Minister’s decision on the application of the ISO 9001 standards-based quality management system.

Since 2016, the Ministry of National Defense has held 12 training courses on the quality management system. As a result, the quality of the ministry’s research and application of the ISO 9001 standards-based quality management system to its units’ task implementation has been approved.

At the meeting, General Vinh also pointed out shortcomings in carrying out the work and asked the Ministry of Science and Technology and relevant agencies to help the Defense Ministry in training personnel and strengthening its facilities and financial resources, so as to raise the effectiveness of the work.

* At the working session with key cadres of Signal Corps on October 27, Deputy Defense Minister Vice Admiral Pham Hoai Nam praised and acknowledged the force’s feats-of-arms and achievements over the past 75 years.

He emphasized that in the coming time the Signal Corps’ Party Committee and Command should develop a strategy to build the Signal Corps into a regular, elite, and modern force with a long-term vision and to fulfil all targets set in the resolution of the 11th Military Party Congress.

The corps was also urged to carry out missions in line with the military and defense missions and strategies of the Party, State, the Central Military Commission, and the Defense Ministry and cooperate with military and civilian units to study and manufacture new communication machines and equipment.
