PANO - The Emulation and Commendation Council of the Defence Ministry held a plenary meeting to announce Decision 867/QĐ-BQP of the Defence Minister on the establishment of emulation and commendation councils at all levels of the Army on March 28th.

Member of the Standing Committee of the Central Military Commission, Director of the General Department of Politics and Chairman of the Emulation and Commendation Council of the Defence Ministry, Senior Lieutenant General Ngo Xuan Lich chaired the meeting.

The meeting also drew a number of other high-ranking officers, such as Deputy Director of the General Department of Politics and Standing Deputy Chairman of the Emulation and Commendation Council of the Defence Ministry, Lieutenant General Mai Quang Phan; Deputy Chief of the General Staff and Deputy Chairman of the Emulation and Commendation Council of the Defence Ministry, Lieutenant General Nguyen Quoc Khanh; and other high position holders at bodies of the Emulation and Commendation Council of the Defence Ministry.

The meeting focused on such contents as announcing the decision of the Defence Minister; studying Circular 14/2013/TT-BQP issued on January 24th, 2013 by the Defence Ministry; promulgating the regulations for organization and operations of emulation and commendation councils at lower levels; and launching specific tasks of implementing emulation and commendation work and the “Determined to Win” movement.

At the meeting, Chief of the Department of Information and Education under the General Department of Politics and Head of the Secretariat of the Emulation and Commendation Council of the Defence Ministry, Lieutenant General Nguyen Thanh Tuan announced Decision 867/QĐ-BQP of the Defence Minister and Circular 14/2013/TT-BQP.

Delegates studied and discussed the contents of the documents and proposed a number of practical measures to improve the efficiency of the Emulation and Commendation Council of the Defence Ministry, its bodies and members.

To conclude the meeting, Senior Lieutenant General Ngo Xuan Lich asked members of the Council and its bodies to grasp the contents of the Regulations on the organization and operations of the Emulation and Commendation Council of the Defence Ministry in order to effectively implement the assigned tasks, making much progress in emulation and commendation work and the “Determined to Win” movement in the coming time.

Especially, members of the Emulation and Commendation Council of the Defence Ministry should bring into full play their responsibilities to fulfil their assigned tasks, contributing to the common task accomplishment of the Emulation and Commendation Council of the Defence Ministry and improving its abilities of providing good consultancy for the Central Military Commission, the Defence Ministry and General Department of Politics to effectively lead and organize emulation and commendation work, as well as the “Determined to Win” movement in the Army, meeting the requirements of the new situation.

Under the Regulations on the organization and operations of the Emulation and Commendation Council of the Defence Ministry, the Council consists of 22 members and is presided over by the Director of the General Department of Politics, while the Standing Vice Chairman is the Deputy Director of the General Department of Politics responsible for emulation and commendation work and other leaders of the General Staff, services and general departments also hold the positions of vice chairmen of the Council. 

The Standing Office of the Council is composed of Deputy Directors of the General Department of Politics and leaders of agencies of the Defence Ministry, while the Secretariat comprises 20 members and is headed by the Chief of the Department of Political Information and education under the General Department of Politics.

The Regulations on the organization and operations of the Emulation and Commendation Council of the Defence Ministry is constituted of 5 chapters with 22 articles and it will come into effect 45 days after the signing day.
