At the event, Senior Colonel Nguyen Van De, Head of the Defense Trade Union Board, presented the draft plan. He highlighted that following the issuance of Resolution No.60-NQ/TW by the 11th Plenum of the 13th Party Central Committee on April 12, 2025, the Defense Trade Union Board promptly reported to and advised the leaderships of the GDP and VGCL on appropriate organizational and operational arrangements for trade unions in the military.

The draft plan is built on both theoretical research and practical evaluation, incorporating extensive feedback. It outlines a clear strategic vision, provides an objective assessment of current trade union structures, and proposes a suitable model aligned with the military's organizational characteristics.

Specifically, the proposal recommends maintaining grassroots trade unions in military enterprises and financially autonomous military units, while ending union activities at administrative and public service units that receive full salary support from the state budget.

This proposed model ensures legitimacy, legality, and conformity with international practices, and enhances the professionalism and effectiveness of union activities within military-run enterprises. The trade union acts as a bridge between employees and employers, contributing to internal stability, discipline, conflict resolution, and promoting solidarity. It also continues to play a core role in fostering emulation movements, innovation, and technical mastery among military workers.

During the conference, participants reviewed the outcomes of military trade union activities in recent years and contributed ideas to refine the draft.

Speaking at the event, Senior Lieutenant General Le Quang Minh, Deputy Director of the GDP, emphasized the GDP's commitment to thoroughly implementing Resolution No.60-NQ/TW. He noted that trade union restructuring in the military must ensure alignment with the overall system of Vietnam’s trade unions and with the military's current organizational framework.

Based on the unified direction of the VGCL leadership, Senior Lieutenant General Minh stated that the GDP would report to the Central Military Commission and the Ministry of National Defense for decisions on three key points: ending trade union activities at administrative and public service units fully funded by the state budget; maintaining trade union structures and operations at military enterprises and financially autonomous units; and retaining the current structure of the Defense Trade Union Board as the advisory body to the Central Military Commission and Ministry of National Defense, and as the direct entity under the GDP to guide military trade union activities.

Overview of the conference

In his concluding remarks, Comrade Nguyen Dinh Khang, Member of the Party Central Committee and President of the VGCL, praised the achievements of the military trade unions, especially the Defense Trade Union Board, under the leadership of the GDP, the Central Military Commission, and the Ministry of National Defense.

He expressed general agreement with the proposed content and requested further clarification on some legal aspects to enhance the proposal’s credibility. The VGCL also concurred with maintaining the current structure of the Defense Trade Union Board to fulfill the union’s missions in the new context.

Comrade Nguyen Dinh Khang requested that the GDP finalize and submit the proposal to the Central Military Commission before June 30, 2025.
