According to a report delivered by Chief of the General Staff and Deputy Defense Minister General Nguyen Tan Cuong, in the first half of this year, under the leadership of the CMC and MND, the whole military made significant breakthroughs and completed key tasks ahead of schedule.

Agencies and units in the whole military well maintained high combat readiness, accurately assessed situations, and promptly advised the Party and State to handle security matters effectively, contributing to firmly safeguarding national sovereignty and security and public order. Forces were mobilized to respond to disasters, conduct search and rescue operations, and support civilians and fishermen. Vietnam’s military also delivered over 75 tons of aid to Myanmar following the earthquake, demonstrating international solidarity.

Organizational restructuring continued under the Politburo’s Resolution No.05, with the merger and reorganization of provincial military commands and the establishment of chains-of-command of border guard units and defensive areas. Training activities improved, shown through the successful organization of the parade in celebration of the 50th anniversary of the South Liberation and National Unification Day (April 30, 1975 - 2025), participation in the parade in Russia marking the 80th anniversary of the victory in the Great Patriotic War (May 9, 1945 - 2025), active preparation for the upcoming parade to mark the 80th anniversary of the August Revolution (August 19, 1945 - 2025) and National Day (September 2, 1945 - 2025).  

Party-building efforts were strengthened, with the successful organization of Party congresses and preparations for the 12th Congress of the Military Party Organization. Personnel planning for the 14th Party Central Committee and the 2025-2030 term was actively implemented.

Public outreach and policy efforts were impactful, with over VND 2.54 trillion mobilized to take care of heroic Vietnamese mothers and build houses for those in need. The military also recovered 495 sets of martyrs’ remains and supported grassroots political organizations by sending thousands of officers and Party members to participate in them.

For the rest of the year, the CMC and MND aim to accelerate progress, fulfill assigned missions, and implement the resolutions of the 11th Military Party Congress. The focus will be on improving strategic forecasting, responding promptly to security developments, and successfully organizing major events such as the 80th anniversary of the August Revolution and National Day.

Efforts will be made in Party-building, preparing personnel for the 14th National Party Congress and the 2026-2031 tenure elections, and organizing the 11th “Determined to Win” Emulation Congress. Social support initiatives, such as eliminating substandard houses, will remain a priority.

At the conference, delegates reviewed key results and proposed guidelines and solutions to complete targets for 2025 and term objectives.

The Prime Minister highlighted the complex and rapid developments of regional and global situations, marked by intense strategic competition, regional conflicts, and non-traditional security threats. Domestically, Vietnam has undertaken unprecedented structural reforms, including administrative reorganization and governance transformation. Despite external challenges, the country has achieved strong and comprehensive results across all fields. In the first half of the year, the GDP growth reached an estimated rate of 7.31%, with exports hitting USD 215–217 billion and FDI commitments surpassing USD 20 billion. Social welfare, housing, and poverty alleviation policies were actively implemented, while foreign relations work remained effective and flexible.

The leader evaluated that amid this context, the military, under the leadership of the CMC and MND, upheld the revolutionary traditions and excellently fulfilled their military, defense, and Party-building missions. The achievements played a vital role in maintaining political and social stability and enabling economic growth.

Prime Minister Pham Minh Chinh emphasized that the remaining months of 2025 are of great significance, with major events such as the 80th anniversary of the August Revolution and National Day, and the organization of Party congresses at all levels. These events will take place amidst complex and unpredictable global and regional developments, posing greater challenges to the implementation of defense and military tasks.

The Prime Minister reaffirmed the importance of thoroughly implementing the directions of Party General Secretary and Secretary of the CMC To Lam, particularly the strategic orientation of "three focuses and three decisive actions."

He requested the military to comprehensively review the objectives and tasks set out for 2025 and strive to achieve the highest possible results, making greater contribution to national achievements for the year and the 13th Party Congress term; fulfill the strategic advisory role for the Party and State on military and defense matters; thoroughly implement the “people-based” defense policy, focusing on the people as the foundation, center, and driving force; enhance the overall quality and combat strength of the military; build a politically strong military; accelerate the development of the defense industry, science and technology, innovation, and digital transformation; comprehensively and effectively carry out international defense integration and diplomacy; well carry out emulation and reward movements and expand mass mobilization and gratitude activities.

Prime Minister Pham Minh Chinh reaffirmed that strengthening defense and safeguarding the Fatherland is a sacred and essential political mission entrusted to the military by the Party, Uncle Ho, and the people. With its glorious tradition, unity, innovation, and high sense of responsibility, the Prime Minister strongly believed that the Vietnam People's Army will surely fulfill all assigned tasks with excellence, living up to the heroic image of “Uncle Ho’s soldiers” and the enduring trust of the Party, State, and people.
