Deputy Defense Minister Senior Lieutenant General Hoang Xuan Chien chaired the meeting.
A central report delivered at the conference emphasized that in the first half of this year, the Central Military Commission and the MND led and directed the implementation of the work in line with the Party’s and State’s foreign policy and guideline.
In particular, cooperation fields were expanded, contributing to effectively promoting the relationship between Vietnam and other countries after nearly two years of hiatus due to the COVID-19 pandemic. In addition, defense agencies and military units reported, reviewed and made proposals to the MND to effectively handle defense relations with other countries.
Attentively, bilateral defense cooperation continued to be consolidated and strengthened, thereby building trust, upholding good friendship with countries, creating and keeping a peaceful environment for national development, and raising national defense potential.

Notably, various defense diplomacy and external relations activities were organized successfully, including the seventh Vietnam-China Border Defense Friendship Exchange, the first Vietnam-Cambodia Border Defense Friendship Exchange, activities in celebration of the Vietnam-Cambodia, Cambodia-Vietnam Friendship and Solidarity Year 2022.
Moreover, agencies and units in the whole military actively participated in regional and international military-defense conferences, multilateral forums, such as the 16th ASEAN Defense Ministers’ Meeting (ADMM-16), ASEAN-China and ASEAN-Japan Defense Ministers’ Informal Meetings, the 19th Shangri-La Dialogue, the 19th ASEAN Chiefs of Defense Force Meeting (ACDFM-19). The participation in these events actively contributed to maintaining peace and stability in the region and the world.
Additionally, authorized agencies and units effectively carried out U.N. peacekeeping operations, especially the see-off ceremony for the Engineering Company Rotation 1 to undertake missions in the U.N. Interim Security Force for Abyei (UNISFA), and the Level-2 Field Hospital Rotation 4 to take duties in the U.N. Mission in South Sudan (UNMISS).

At the conference, delegates discussed to clarify achievements gained in the work and voiced opinions on the work orientations and missions for the second half of the year.
In his speech, Lieutenant General Trinh Van Quyet, Deputy Director of the General Department of Political Affairs, assessed that the advisory and forecasting quality for the diplomacy work was raised remarkably, close to situations and highly effective. General Quyet stressed that activities in the first six months of the year confirmed that defense diplomacy is an important pillar of the Vietnamese diplomacy.
Concluding the conference, Sr. Lt. Gen. Hoang Xuan Chien applauded defense agencies and military units for their outstanding achievements in the work.

Besides attainments, the deputy defense minister also pointed out shortcomings in the work and asked relevant agencies and units to continue to carry out the work in line with the Party’s and State’s foreign policy and guideline, and the Central Military Commission’s and MND’s leaderships and direction.
He also urged them to improve the quality and efficiency of the work according to the motto “activeness, proactiveness, firmness, flexibility, effectiveness.”
General Chien also noted that defense agencies and military units continue to build and perfect institutions and legal corridors on international integration and defense diplomacy; review and effectively implement the documents signed with partners, plans and action programs on major defense diplomacy activities in the last six months of the year.
He requested them to closely and effectively work with ministries, departments, localities and Vietnamese diplomatic corps abroad to implement the work.
