Present at the meeting were Chief of the General Staff and Deputy Defense Minister Senior Lieutenant General Phan Van Giang, Deputy Defense Minister Senior Lieutenant General Tran Don, Deputy Defense Minister Senior Lieutenant General Be Xuan Truong, Deputy Defense Minister Senior Lieutenant General Le Chiem, leaders of the General Department of Politics and other general departments, as well as leaders of under-ministerial agencies, military services and corps.

Under the sound leadership of the Central Military Commission and Ministry of National Defense, Party committees and chains-of-command of all defense agencies and military units well performed their assigned defense-military missions in July. The whole army seriously observed the combat readiness regulations, well grasped the situations and successfully addressed circumstances and issues arising, particularly in strategic directions.

This month, the Central Military Commission and Defense Ministry submitted several conclusions on defense-military affairs to the Politburo, held a military-political conference of the whole army, and directed all general departments and defense agencies to review the task performance of each sector in the first half of this year. 

Meanwhile, the whole army successfully fulfilled the 2019 first drive of military training with good outcomes and made good preparations for the second drive of military training.

Alongside the military training, defense agencies and military units enhanced political and ideological education, and well implemented resolutions and directions of Party committees at all levels within the military Party organization.

The Defense Ministry as well as its subordinate defense agencies and military units continued to effectively implement defense external affairs and achieved good results of defense cooperation in both bilateral and multilateral terms while participating actively in disaster relief and search and rescue.

Addressing the meeting, General Lich recognized and praised the efforts and achievements made by defense agencies and units in the past months. He also asked Party committees and chains-of-command of all defense agencies and military units to focus on implementing several central missions in August and the following months of this year.

General Lich stressed that all defense agencies and units should grasp and address situations on time and seriously implement combat readiness regulations, avoiding being put in a strategically disadvantaged and surprised position, seriously observe and maintain the military disciplines, ensure internal political security and safety, ensure good technical services and logistics for military training and other unexpected missions.

Military schools and defense education and training management agencies were also requested to complete the master plan on the military education and training system while competent defense agencies should continue to complete the draft Law on Reserves to be submitted to the next sitting of the National Assembly.

The military units were also demanded to coordinate closely with local authorities in drawing plans in response to disasters, actively conduct disaster relief, search and rescue missions, and provide support for people in need.
