Nguyen Phu Trong, Party General Secretary, State President, and Secretary of the Central Military Commission, attended and delivered a speech at the opening session.
Speaking at the congress, General Ngo Xuan Lich, Politburo member, Deputy Secretary of the Central Military Commission, and Defense Minister, emphasized that under the leadership of the Party and the State, the military Party organization has attached much importance to embracing and realizing the Party’s guidelines and State’s policies and laws over the past five years despite challenges and negative impacts of domestic, regional, and international situations, and acts of sabotage by hostile forces.
The Central Military Commission, the Ministry of National Defense, and Party committees at all levels have overcome all the challenges and issued various guidelines and approaches to lead the whole military to achieve all targets set in the Resolution of the 10th Military Party Congress.
Leadership and combat power and the implementation of the principle of democratic centralism of Party organizations of defense agencies and military units have been properly exercised, contributing to maintaining the absolute and direct leadership of the Party over the army.
Over the past years, the quality of task implementation, combat power, and combat readiness of the military have been improved. The Vietnamese army has effectively performed its roles in maintaining combat readiness, firmly protecting the Fatherland, and participating in economic production. The military has been a key force in building the all-people’s defense posture in combination with the all-people’s security posture, and safeguarding national independence, sovereignty and integrity, contributing to maintaining stable political security and a peaceful environment for national development.
Over the past time, the whole military has demonstrated solidarity, consistence with the revolutionary ideal and goals of the Party and people. The military has been absolutely loyal to the Party, State, and people and successfully fulfilled all national protection missions in the new period.
The 11th Military Party Congress is an important milestone in the Vietnam People’s Army 75-year history of its force building, combat against enemies, and development under the leadership of the Communist Party of Vietnam. The congress aims to outline orientations for the military Party organization to renovate its leadership, increase its combat power, and build a revolutionary, regular, elite, and gradually modernized army, as well as to strengthen the all-people's defense posture, contributing to firmly protecting the socialism.
The outcomes of the 11th Military Party Congress will contribute significantly to the future success of the 13th National Party Congress.
