Director of the General Department of Politics General Luong Cuong, other leaders of the general department, and representatives from Central agencies and ministries participated in the meeting.

On behalf of the leadership of the General Department of Politics, Deputy Director of the General Department of Politics Senior Lieutenant General Tran Quang Phuong delivered a summary of the military Party organization’s implementation of Decision 290-QĐ/TW over the past 10 years.

The report read that the Central Military Commission and Ministry of National Defense has led the military to seriously and effectively implement the decision over the past 10 years. Mass mobilization has been considered a long-run strategic mission of the military and one of the most important contents of the military’s Party and political work.

Party committees of defense agencies and military units at all levels thoroughly grasped the decision at first, then defined mass mobilization work in their yearly resolutions, and regularly checked their agencies and units’ results of mass mobilization work. Meanwhile, chains of command of defense agencies and military units added mass mobilization to their working plans for their subordinates to realize.

After listening to the report, delegates discussed issues related to mass mobilization, drew lessons from practices and gave approaches to overcoming limitations and successfully implementing Decision 290-QĐ/TW in the coming time.

Speaking at the meeting, General Luong Cuong affirmed, since its birth, the Vietnam People’s Army has been absolutely loyal to the Party, State and people as well as honorably entitled “Uncle Ho’s Soldiers” by the people. Over the past 75 years, the military has always taken the lead in mass mobilization and fostering the close-knit bonds with the people.

He underscored that as military units usually station in the most difficult places like borders, islands, remote and mountainous areas, they provide considerable support for local people, contributing to hunger elimination and poverty reduction, and building of a new-style rural model in these localities. Military units also participate effectively in disaster relief and rescue.

“In the context reactionary and hostile forces carry out numerous acts sabotaging the great national unity bloc and the close-knit ties between the military and people,” General Cuong said, “the military should intensify mass mobilization to make people realize hostile forces’ plots and tricks, and promote the beautiful image “Uncle Ho’s Soldiers.” 

Giving the military orientations for mass mobilization in the coming time, General Cuong asked defense agencies and military units to increase mass mobilization activities, continuously improve the quality of military officers in charge of mass mobilization work, and actively support people, particularly those living in remote places, ethnic minority localities, and disaster-hit areas.

Concluding the meeting, Ms. Truong Thi Mai hailed the big outcomes of mass mobilization work achieved by the military over the past 10 years, saying that defense agencies and military units seriously implemented Decision 290-QĐ/TW. She also spoke highly of the military’s effective support for disadvantaged people and people in needy localities across the country. She said, “The military’s good mass mobilization has contributed to strengthening the connection between the Party and the people.”

Regarding the military’s mass mobilization mission in the future, Mai suggested the military should further consolidate the whole people’s defense posture in couple with the whole people’s security posture as well as continue to participate in implementing national target programs.
