Attending the event were Secretary of the Hanoi Municipal Party Committee Hoang Trung Hai; Chief of the General Staff of the Vietnam People's Army and Deputy Defense Minister, Senior Lieutenant General Phan Van Giang; Deputy Minister of Public Security, Senior Lieutenant General Bui Van Nam; Deputy Chief of the General Staff, Senior Lieutenant General Nguyen Phuong Nam; and Deputy Director of the General Department of Politics, Lieutenant General Do Can.

Speaking at the opening ceremony, Gen. Giang stressed that the exercise aims to improve leadership in the Party committees and governmental bodies, the important role of military and the public security units in shifting the city to defensive situations, thereby to promote the efficiency of coordination among the forces in defensive operations. Through the drill, the units and agencies should continue to adjust combat plans and follow the requirements of their assigned missions in the current context.

General Giang asked the steering board of the exercise to conduct the exercise in accordance with the set plan, fully carry out the combat plans and defense documents, and promptly draw experience for the following years' exercise as well.

In addition, Gen. Giang also required all military units and agencies participating in the event to strictly observe military discipline, and follow the exercise regulations; apply theories, military arts and their experiences in order to advise the local Party committees and authorities in shifting the provincial-level armed forces and the province to combat readiness and defensive situations.
