General Phan Van Giang chairs expanded CMC Standing Board meeting
PANO - On May 4, General Phan Van Giang, Deputy Secretary of the Central Military Commission (CMC), Deputy Prime Minister, and Minister of National Defense, chaired an expanded meeting of the CMC Standing Board to review and provide opinions on the restructuring of military enterprises for the 2026-2030 period and consider and propose the conferment of the titles “Hero of the People’s Armed Forces” and “Labor Hero” in the renovation period, along with several other important matters.

At the meeting, leaders of the General Staff reported and suggested the CMC Standing Board opine on restructuring military enterprises for the 2026-2030 period.
Through discussions, participants agreed that, in the immediate term, it is necessary to continue restructuring state capital in enterprises with similar functions and tasks, combined with investment to enhance capacity to meet the requirements of military and defense missions and national economic development in the new situation. In the course of enterprise operation and development, a road-map toward 2030 will be defined to form enterprises with sufficient capacity and conditions to develop into economic groups.
In his concluding speech, on behalf of the CMC Standing Board, General Phan Van Giang agreed to establish a Steering Committee under the Ministry of National Defense on restructuring state capital in enterprises under the Ministry for the 2026-2030 period. He directed the General Staff to study and adjust the organization and staffing of agencies and units in an elite, streamlined, and efficient manner; and gradually achieve full technological autonomy to meet mission requirements in the new situation.
At the meeting, the CMC Standing Board also reviewed and proposed the conferment and posthumous conferment of the title “Hero of the People’s Armed Forces” in the resistance war period, and the conferment of the titles “Hero of the People’s Armed Forces” and “Labor Hero” in the renovation period for collectives and individuals. The General Department of Political Affairs was tasked with finalizing dossiers and reporting to competent authorities, ensuring strict compliance with regulations.
Also at the meeting, General Phan Van Giang presented the Government’s Emulation Flag to the General Staff and the General Department of Political Affairs for their outstanding and comprehensive achievements in 2025, leading the military-wide “Determined-to-Win” emulation movement, contributing to the building of the military, strengthening national defense, and safeguarding the Fatherland.
