During the day, the military maintained more than 232,000 active-duty personnel, militia and self-defense forces, along with thousands of vehicles and other equipment, on standby. The Ministry of National Defense directed Military Regions 1 and 3 to deploy more than 4,400 officers and soldiers and nearly 600 vehicles to assist localities in Lang Son and Quang Ninh in evacuating 1,212 households to safety.

Amidst the complex developments of the storm, Military Region 3 dispatched working delegations to inspect and direct storm prevention and response efforts in Quang Ninh province and Hai Phong city. The inspections focused on the implementation of response plans, the readiness of forces and equipment, measures to protect personnel, vehicles, facilities and critical infrastructure, and the ability to mobilize forces for disaster response and search and rescue operations.

Military Region 3 instructed its agencies and units to continue closely monitoring weather conditions, maintain a high state of readiness and coordinate with local authorities to implement response plans under the “four on-the-spot” principle. Particular attention was given to coastal areas and locations at risk of flooding, flash floods and landslides.
By late afternoon, the armed forces of Quang Ninh province had helped evacuate 98 households, comprising 342 people, to safety. More than 800 personnel and dozens of vehicles were mobilized to establish warning posts in landslide- and flood-prone areas, assist residents in moving belongings and reinforcing houses, clear mud and debris, reopen transportation routes, and address landslide sites.

Heavy rainfall also triggered landslides in several areas of Ha Long and Cua Ong wards in Quang Ninh province, threatening the safety of local residents. Division 363 of the Air Defense-Air Force Service deployed personnel from Regiment 213 and Battalion 105 to work with local forces to clear mud and fallen branches, clean houses, and help evacuate residents and their belongings to safety.
