The reports emphasized that both provinces had thoroughly understood and strictly adhered to the Party’s conclusions, resolutions, directives, and orientations. They had proactively and flexibly implemented measures to ensure the successful reorganization of the provincial administrative apparatus.
Notably, the drafting of the proposal to merge the two provinces and restructure commune-level administrative units was carried out with caution, thoroughness, and scientific rigor. The process balanced continuity and stability with innovation and development, and reflected a long-term vision aligned with the goals and development needs of the proposed new province. In addition to achievements, the reports also identified existing challenges and proposed key tasks for the time ahead.
