According to the decisions of the Prime Minister and the Central Military Commission (CMC), Lieutenant General Nguyen Van Bong handed over the role of Secretary of the Party Committee and Political Commissar of the Naval Service to Major General Nguyen An Phong, former Director of the Department of Organization under the GDP.

Speaking at the event, Sr. Lt. Gen. Trinh Van Quyet acknowledged and highly appreciated Lt. Gen. Nguyen Van Bong's contribution to the military over the past four decades. On behalf of the CMC, the Ministry of National Defense (MND), and the GDP, Gen. Quyet congratulated Gen. Bong on the successful completion of his revolutionary military service.

To meet the task requirements in the future, the GDP’s Chief requested the Naval Service to pro-actively grasp the situational developments, improve its capacity for strategic research and forecasting, and provide timely recommendations to the Party, the State, the CMC, and MND to issue appropriate policies to firmly safeguard national sovereignty over sea from an early stage and from afar.

He added that the Naval Service must fulfill the mission of managing and firmly protecting maritime sovereignty; propose measures to foster marine economic development, industrialization, and modernization. Furthermore, approaches must be comprehensively taken to streamline the Navy’s organizational structure and force composition. Emphasis should be placed on building a contingent of officers with strong political stance, strategic vision, and professional competence appropriate to their roles and responsibilities.

Gen. Quyet expressed confidence that the Standing Board, Party Committee, and Command of the Naval Service would continue upholding their traditions, promoting unity, and successfully fulfilling all assigned tasks. He called for continued efforts to build a comprehensively strong, exemplary, and outstanding Navy, with a focus on firmly defending the national sea and islands for marine economic development.

In the short-term, the Navy should thoroughly prepare for the Party Congress of the Naval Service for the 2025-2030 term. He also stressed the importance of caring for the well-being of officers and soldiers and effectively implementing policies for their families.
