According to Decision No.824 of the Prime Minister, issued on April 24, 2025, Major General Truong Manh Dung, Commander of Army Corps 12, was appointed as Commander of Military Region 1. Meanwhile, Major General Le Xuan Thuan, Deputy Commander and Chief of the Staff of Military Region 1, was appointed as Commander of Army Corps 12, according to Decision No.134, issued on April 24, 2025, by the Minister of National Defense. During the meeting, Major General Truong Manh Dung handed over the post of Commander of Army Corps 12 to Major General Le Xuan Thuan.
Major General Truong Manh Dung has served in the military since 1987. Throughout his career, he has demonstrated his competence, military knowledge, sound leadership, and high responsibility, always been passionate and dedicated to his work. He is respected for his good moral character and simple lifestyle.
Since January 2022, as the Commander of Army Corps 1, and since November 2023, as the Commander of Army Corps 12, he has worked with the unit’s chains-of-command to take measures to fulfill all assigned missions. He has made valuable contributions to building an elite, compact and strong army corps.
In his speech at the meeting, Major General Truong Manh Dung expressed his determination to strive to enhance his leadership, and fulfill the duties assigned by the Party, State, military, and people.
At the meeting, Major General Le Xuan Thuan pledged to maintain the leadership principles of the Party and overcome all difficulties to build the unit, and ensure it is always ready to undertake and accomplish all missions successfully.

Concluding the meeting, Senior Lieutenant General Vo Minh Luong agreed with the handover document and congratulated both Major Generals Truong Manh Dung and Le Xuan Thuan on their new assignments. Senior Lieutenant General Vo Minh Luong urged Major General Le Xuan Thuan to raise his responsibility to build the army corps, pro-actively grasp the situation, and develop plans to lead the unit in its task performance, especially in training, combat readiness, ensuring discipline, safety, and building an elite, compact and strong army corps. He also emphasized the need to coordinate with local authorities to ensure the successful organization of Party congresses at all levels.
Meanwhile, Senior Lieutenant General Vo Minh Luong also requested that Major General Truong Manh Dung, in his new role as Commander of Military Region 1, should effectively raise his responsibilities and work closely with local authorities to make recommendations to the Party, State, Central Military Commission, Defense Ministry on military and defense work, and ensure the success of Party congresses at all levels.
