In 2025, the Hanoi Capital Command has pro-actively given suggestions to the city’s authorities, contributing to the city’s comprehensive implementation and performance of local military and defense tasks according to the set plans. Its affiliates have strictly observed combat readiness regulations, kept a close watch on situational development, and coordinated forces to ensure absolute security and safety for more than 1,000 major events of the Party, State, and other assigned targets in the area. Notably, they have actively participated in disaster prevention and relief efforts, organized training sessions and exercises, and met its recruitment quotas.

In addition, the Command has effectively carried out personnel work, established five defensive-area commands, and managed barracks, materials, and equipment after the reorganization of local military agencies, ensuring no loss or waste. Administrative reform and digital transformation have also recorded significant progress.
At the event, delegates heard the announcement of decisions by the Standing Board of the Hanoi Party Committee on personnel work. Accordingly, Nguyen Duy Ngoc was appointed as Secretary of the Party Committee of the Hanoi Capital Command for the 2025-2030 term, and Vu Dai Thang, who is Vice Secretary of Hanoi Party Committee and Chairman of Hanoi People's Committee, designated as a member of the Party Committee of the Hanoi Capital Command.
In his concluding speech, on behalf of the Central Military Commission and the Ministry of National Defense, Defense Minister Gen. Giang congratulated Nguyen Duy Ngoc and Vu Dai Thang. He highly valued the leadership and direction of the Hanoi Party Committee, People’s Council, and People’s Committee, as well as the pro-active advisory role of the Hanoi Capital Command in implementing military and defense tasks in 2025.

The defense chief asked the Hanoi Party Committee and Chain-of-Command to continue giving recommendations to the city on military and defense task performance, strictly observe combat readiness regulations; coordinate with forces to closely grasp the local situation and propose timely responses to contingencies to avoid passivity or surprise.
He also urged the command to continue force building toward being elite, compact, and strong; improve training quality, maneuverability, and combat readiness; enhance the application of science, technology, and digital transformation in task execution; and effectively conduct mass mobilization work to build a firm people’s heart posture, forming the basis for safeguarding the capital early, from afar, and at the grassroots level.

In his speech, Nguyen Duy Ngoc expressed sincere thanks to the Central Military Commission and the Minister of National Defense for their coordination, guidance, and support for Hanoi and the Hanoi Capital Command in implementing military and defense tasks. He also briefed on key development orientations of the capital and affirmed that the Party Committee of the Hanoi Capital Command will thoroughly grasp and implement the directions provided by the Deputy Secretary of the Central Military Commission and the Minister of National Defense to accomplish all assigned missions effectively.
