During the three-day course, participants will study ethnic minority communities and ethnic relations in Vietnam; the Party's perspectives, guidelines, and policies on ethnic affairs; the State’s laws and policies on socio-economic development in ethnic minority and mountainous areas; cultures of Vietnam’s ethnic minorities; grassroots political systems in ethnic minority and mountainous areas; ensuring national defense and security in ethnic minority and mountainous areas; and the military’s role in addressing complex situations in these areas.

In addition, trainees will attend a field visit to observe the operations of a grassroots cultural information team in Ia Pnon commune, Duc Co district, Gia Lai province; exchange experience in implementing ethnic affairs and the national target program on socio-economic development in ethnic minority and mountainous regions for 2025.

Addressing the event, the GDP’s Deputy Chief Lieutenant General Do Xuan Tung emphasized the special strategic importance of Vietnam’s ethnic minority communities and mountainous regions. These areas are closely linked to national borders and serve as a strong shield in national defense. Mass mobilization work, particularly in ethnic minority and mountainous regions is a key political task of the military, contributing to consolidating the people’s heart posture and maintaining political stability and social order in critical areas.

Under the leadership of the Central Military Commission, the Ministry of National Defense, the GDP, party committees and chains-of-command at all levels, the mass mobilization work has been comprehensively and effectively implemented across the military. The image of "Uncle Ho’s soldiers" living among the people, sharing meals and daily life, especially in remote and disadvantaged areas, continues to be a noble symbol of the close bond between the military and the people, and a shining example of the Party’s mass mobilization efforts.

The GDP’s deputy chief urged all participants to uphold a high sense of responsibility, seriously study to grasp the content thoroughly, actively engage in discussions... He also encouraged them to identify and propose practical, creative, and effective solutions to well conducting mass mobilization activities at their units and localities.

He requested that the lecturers focus on the core contents of each topic, updating participants on the current organizational structure of the political system and new policies of the Party and State regarding ethnic minority and mountainous regions, while also sharing practical experience and guiding approaches to address emerging issues.
