Present at the ceremony were Politburo Member Pham Minh Chinh, Secretary of the Party Central Committee and Head of the Party Central Committee’s Organization Commission; General Ngo Xuan Lich, Politburo Member, Deputy Secretary of the Central Military Commission (CMC) and Defense Minister; Senior Lieutenant General To Lam, Politburo member and Minister of Public Security; and other representatives of ministries and departments.

The newly-promoted generals are Deputy Defense Ministers Tran Don, Le Chiem, and Deputy Chiefs of the VPA’s General Staff Nguyen Phuong Nam and Pham Ngoc Minh.

In his speech, the President stated that the promotion decisions have marked the Party, the State and people’s care the armed forces and the recognition of their efforts and contributions to the cause of national construction and defense.

The President requested the newly-promoted officers to continue to heighten their firm political stance, be absolutely loyal to the Party, the Fatherland and the people and be active in giving timely advice to the Party, the State, CMC and the Ministry of National Defense (MND) on military and defense afairs.

He also asked the generals to uphold the virtue of Uncle Ho’s soldiers; be good examples; and strictly observe the Party and State’s resolutions and laws, and military discipline.

On behalf of the promoted generals, Senior Lieutenant General Tran Don expressed his deep gratitude to the Party, the State, CMC, MND, and other ministries, departments, local authorities, people, officers and soldiers nationwide for supporting the generals in their task performances during their careers.

The generals pledged to continuously study to perfect themselves, to be absolutely loyal to the Party, the State, the Fatherland, and people, andto do their best to fulfill all assigned tasks, contributing to the building of a revolutionary, regular, elite and modern army to deserve the Party's, the State's, and people’s trust.
