The draft law was built after consulting 19 ministries and departments, and the people’s committees of 44 border cities and provinces. Numerous studies, seminars, and conferences have been held in the North, Central, and South of Vietnam to collect opinions on the draft law of centrally-run ministries, departments, National Assembly deputies, People’s Councils and Committees, authorities of 17 border provinces, and local armed forces.
On December 19, 2019, the Ministry of Justice assessed the draft law and the regular meeting of the Government in January 2020, the participants discussed and agreed on the approval of the draft law.
At the meeting, the Border Guard’s leader, representatives from relevant agencies and units, and press and media agencies affirmed the consistency in the legal system of the draft law. He also clarified border guard missions, forces in charge of border management and protection and maintenance of order and security in border areas and at border gates. He also suggested that the border guard force should have the right to check vehicles with signs of law violation.
In his speech, General Chien confirmed that when the Law on Border Guard is brought to life, it will create a legal corridor for the border guard force to actively contribute to managing and checking border gates and border paths, enhancing international cooperation in border areas and at border gates, and maintaining stable political security, and social order and safety in border localities.
