Defense ministry accelerates digital transformation
PANO – On October 17, Senior Lieutenant General Le Huy Vinh, Deputy Defense Minister, chaired a conference with several agencies and units to review digital transformation work within the Ministry of National Defense.
At the event, participants reported on the development of the plan on developing and transitioning to cloud computing for the 2025–2030 period; the management software for scientific-technological, innovation, and digital transformation tasks; and the results of implementing the sending and receiving of “Confidential”-level electronic documents via the military data transmission network.

Addressing the event, Senior Lieutenant General Le Huy Vinh requested Command 86 to thoroughly study and adopt the opinions presented at the conference and finalize the plan on developing and transitioning to cloud computing for the 2025–2030 period for submission to the Defense Ministry’s leaders for approval and promulgation. He also urged the command to coordinate with relevant agencies to issue detailed implementation plans and provide guidance for affiliated units during the formulation of sub-projects under the defense ministry’s adjusted Digital Transformation Project for the 2026–2030 phase.
Regarding the management software for assigned tasks, the deputy minister assigned the Department of Military Science under the Ministry of National Defense to take the lead and coordinate with relevant agencies to make effective use of deployed information systems as essential tools in daily and weekly command and administration. These tools will help monitor progress, detect bottlenecks or delays, and support timely and effective decision-making. The department is also tasked with developing regulations on the operation and use of the software, ensuring that assigned tasks and results of the ministry-level plans and conclusions are regularly updated and tracked.
He also required Command 86, the Cipher Department, the Military Industry and Telecoms Group (Viettel), and the Office of the Ministry of National Defense to urgently review and ensure that the military computer network infrastructure of agencies and units meets the requirements for sending and receiving classified documents via the military data transmission network, particularly for units required to complete full-process operations by October 2025.
The deputy minister emphasized the need to speed up the trial transmission of “Top Secret”-level electronic documents, optimize security tools, concentrate resources to perfect the system’s functionality, and ensure convenience, efficiency, and safety. The document management and administration system must also be upgraded with features for statistical tracking of the rate of classified document transmission and processing across the entire system.
