In the 2021-2025 period, the MND has actively implemented and essentially fulfilled the digital transformation goals and tasks assigned by the Party Central Committee, the Government, and the Prime Minister. Awareness among officers and soldiers, their information technology proficiency, and ability to apply digital technologies have been significantly enhanced.

Agencies and units in the whole military have successfully completed assigned digital transformation objectives, promptly issuing new, revised, and supplementary resolutions, programs, plans, and legal documents to facilitate the implementation. Investments have been prioritized for the development of synchronized digital infrastructure; the creation and deployment of digital platforms and applications; the building of shared and sector-specific digital databases, while information security and cybersecurity have been strengthened. As a result, digital transformation has increasingly demonstrated value and effectiveness in leadership, command, and management of military and defense activities. 

The ministry has completed and put into operation its Data Centers; implemented electronic medical records at 100% of military hospitals, ahead of the Government’s schedule; and deployed a full-cycle digital document exchange and processing system with personal digital signatures to all subordinate units. The MND consistently ranks among the top three ministries and sectors in maintaining efficient information systems for administrative procedures serving citizens and businesses. It has also launched the “Mass Digital Literacy” movement which has generated broad impact and practical results.

Praising agencies and units for their efforts and notable achievements in carrying out the work, the defense leader requested that Party committees and chains-of-command at all levels to continue to thoroughly grasp and fulfill tasks and targets assigned by the Party and Government, while promptly addressing shortcomings. He said that each level should urgently draft and issue realistic and timely plans for 2026-2030 period and emphasized the need to continue promoting the movements on innovation and digital transformation.

The defense leader urged the steering committee on science, technology, innovation, digital transformation, project 06, and administrative reform within the MND to urgently review the entire system, assess infrastructure, and propose investments in equipment and machinery to ensure smooth implementation of the work. Training and workshops on digital transformation should be organized for agencies and units, with tailored content and programs for each target group to ensure practical effectiveness. Regular inspections and reviews must be conducted to maintain smooth operations, absolute safety, and timely recognition of outstanding performance, fostering motivation and determination to embrace innovation and overcome challenges, toward building “digital soldiers, digital units, digital agencies, and a digital military.”

The minister also highlighted the need for periodic thematic conferences, midterm and final reviews to evaluate results and progress, promptly addressing challenges and obstacles to ensure smooth implementation. He expressed his hope that every collective and individual would fully embrace responsibility, act decisively, and promote wisdom, creativity, and flexibility in carrying out the tasks. This, he stressed, would lay a solid foundation for breakthroughs in building a revolutionary, regular, elite, and modernized military, firmly safeguarding the Fatherland in the new context.
