Fully aware of the importance of civil defense, the Ministry of National Defense has cooperated with ministries, agencies, and localities to review and evaluate the implementation of legal documents on civil defense activities, natural disaster response, and search and rescue.

They have also completed an application for the building of the Law on Civil Defense to submit to the Government for approval. So far, the application has been ratified and submitted to the National Assembly (N.A.) Standing Committee. On April 1, the N.A.’s Law Commission verified the application and agreed to report to the N.A. Standing Committee to add it to the Law and Ordinance Building Program in 2022.

At the conference, delegates discussed and gave their comments on a draft plan on compiling the law, the working regulations of the Compilation Board and Editorial Team, the coordination during the law building process, and other related issues.

Addressing the event, Senior Lieutenant General Nguyen Tan Cuong highly appreciated delegates’ responsibility and especially the efforts of the Compilation Board and Editorial Team in preparing essential documents for the building of the law.

The GS’s Chief requested members of the Compilation Board and Editorial Team to continue studying and giving more comments on the draft Law on Civil Defense. He urged the standing agency of the Compilation Board and Editorial Team to collect delegates’ opinions and complete documents for the issue of the working regulations of the board. In addition, a survey of the law’s impacts on people in different regions should be conducted to ensure that the law meets reality’s need.

Agencies and units under the Ministry of National Defense should direct their affiliates to contribute opinions to the draft law, GS’s Chief added. 

Emphasizing the impacts of the law on various aspects of social life, General Cuong asked members of the Compilation Board and Editorial Team to heighten their responsibility to build the draft law before submitting it to the N.A. to collect opinions at the fourth session in October in 2022 and be approved at the fifth session in May 2023.
