After hearing reports and reviewing the handover minutes, Minister Phan Van Giang approved the contents presented at the meeting. On behalf of the Central Military Commission (CMC) and the Ministry of National Defense (MND), he congratulated Sr. Lt. Gen. Le Duc Thai on his appointment as Deputy Minister of National Defense and Lieutenant General Vu Trung Kien on assuming the position of Commander of the Vietnam Border Guard Command. The minister directed the Vietnam Border Guard Command to promptly complete necessary procedures for both officers to officially take on their new duties.
Minister Phan Van Giang requested that General Kien, in his new role, continue to uphold and build upon the achievements of the border guard force, quickly take charge of assigned tasks, and work closely with the force’s Party Committee and Chain-of-Command to effectively implement the directives of the CMC and MND on military, defense, and border management missions. He emphasized the need to closely monitor developments in border areas, make accurate assessments, and provide timely advice to handle situations effectively, firmly protecting national sovereignty and border security.

General Giang stressed that the border guard force must continue to play its core role in building a strong all-people’s border defense and all people’s border defense posture, with a focus on strengthening the “people’s heart posture” in border regions. He urged continued efforts in public outreach, mobilizing ethnic communities to participate in border management and protection, and contributing to building strong grassroots political systems.
The defense leader also called for enhanced coordination with military regions, maintaining high combat readiness, and ensuring security and order in border areas in accordance with the law. He instructed the force to actively and flexibly carry out defense and border diplomacy, particularly the organization of the second Vietnam - Cambodia Border Defense Friendship Exchange.
He expressed confidence that Lt. Gen. Vu Trung Kien, together with the Party Committee and Chain-of-Command of the Vietnam Border Guard, will uphold solidarity, unity, and coordination with local authorities to successfully fulfill all assigned tasks, deserving the trust of the Party, the State, and the people.
