The signing ceremony was attended by Director of the Vietnam Naval Academy Rear Admiral Nguyen Van Lam, Deputy Chief of Staff of the Royal Cambodian Navy Vice Admiral Non Sophat, President of the Royal Cambodian Naval Academy Rear Admiral Cheung Chhay, and representatives from different agencies.

Speaking at the ceremony, Rear Admiral Nguyen Van Lam emphasized that since the establishment of the diplomatic ties between Vietnam and Cambodia 56 years ago (June 24, 1967-2023), the friendly and cooperative relations between the two parties, states, peoples, and militaries have contributed to strengthening peace, stability, cooperation, and development.
Every year, Vietnam and Cambodia offer each other hundreds of long-term and short-term scholarships for learners of the two countries. The Vietnam Navy Academy has trained thousands of officers of the Royal Cambodian Navy. He noted that those are concrete and meaningful deeds demonstrating the friendship between the two militaries and the two neighboring countries.
The Vietnam Naval Academy’s President added that to strengthen the cooperation in an intensive and effective manner, the two sides should boost education to raise troops and people’s awareness of the special friendship and solidarity between the two nations; enhance cooperation in the field of education and training; and strengthen the exchange of delegations, expertise sharing, and naval scientific studies.

For his part, Vice Admiral Non Sophat sincerely thanked the Party, State, people, and People's Army of Vietnam for their wholehearted support in the past as well as at present. He hoped that the Vietnam Naval Academy would strengthen collaboration and support in all aspects to build a stronger Royal Cambodian Naval Academy in the future.
At the event, the Vietnam Naval Academy handed over office equipment to the Royal Cambodian Naval Academy.
