He also proposed soon concluding an agreement on establishing a joint maritime patrol mechanism and a direct communication channel between their navies, cooperating in information sharing and maritime law enforcement, and providing mutual assistance and humane treatment for distressed fishermen and fishing vessels. He suggested continued mutual consultation and support at ASEAN-led multilateral mechanisms and voiced Vietnam’s support for Malaysia and India’s co-chairmanship of the ADMM+ Experts’ Working Group on Counter-Terrorism.
Deputy Minister Adly Zahari expressed appreciation for Vietnam’s support of Malaysia’s ASEAN Chairmanship and emphasized Malaysia's determination to uphold unity and effective cooperation within ASEAN and between ASEAN and its partners. He expressed a desire to deepen defense cooperation with Vietnam to help Malaysia achieve its goals for ASEAN Chairmanship 2025.

At the meeting with Singapore’s Senior Minister of State for Defense Zaqy Mohamad, the two sides highly valued the trustworthy, practical, and effective bilateral defense cooperation, particularly in delegation exchanges, training, navigation security and safety, and mutual support at multilateral forums and international events hosted by each country.
Gen. Chien hoped that Singapore would soon host officers from Vietnam’s Cyberspace Operations Command at its ADMM Cybersecurity and Information Center, and informed that both sides are actively coordinating to organize the 16th Vietnam - Singapore Defense Policy Dialogue in Da Nang.
Zaqy Mohamad commended the capabilities of Vietnamese officers serving at the Information Fusion Center (IFC) and the Regional Humanitarian Assistance and Disaster Relief Coordination Center (RHCC). He affirmed Singapore’s readiness to expand cooperation with Vietnam in incident response, disaster relief, and search and rescue operations.

Meeting with his Turkish counterpart Musa Heybet, Gen. Chien suggested the two defense ministries continue delegation exchanges, support each other’s defense industry exhibitions, consider establishing mechanisms such as the Vietnam - Turkey Defense Policy Dialogue at deputy ministerial level and a joint working group between the Department of Foreign Relations (Vietnam) and the agency in charge of international cooperation under the Turkish Ministry of National Defense.
The Vietnamese defense leader stressed that Vietnam welcomes Turkish defense companies to showcase their products and explore partnership opportunities in Vietnam, particularly at the third Vietnam Defense Expo, slated for late 2026.
The two sides also considered cooperation in U.N. peacekeeping, between naval and air forces, in cybersecurity, non-traditional security challenges, engineering, and demining.

In his reception for Vitzrocell’s CEO Paul Chang, Gen. Chien expressed his delight at the outcomes of the cooperation between the company and Vietnam’s Viettel Group, noting that there remains huge potential for further collaboration. He suggested the two companies expand cooperation in new promising areas.
CEO Paul Chang hoped that Vietnam’s Ministry of National Defense would create conditions for their future cooperation in fields of strengths and needs.
