The event saw the attendance of Lao Deputy Prime Minister and Minister of National Defense General Khamliang Outhakaysone and Lao Deputy Minister of National Defense and Chief of the General Staff Sr. Lt. Gen. Saichay Kommasith.

Addressing the event, Gen. Cuong stated that the pure, exemplary, and faithful friendship and solidarity between Vietnam and Laos is an invaluable asset of the two nations. It has been painstakingly built, preserved, and nurtured by generations of Party and State leaders and the peoples of both countries through their sweat, efforts, and even blood and bones, including the heroic sacrifices of Vietnamese military personnel.

He also underlined that the special solidarity and relationship between Vietnam and Laos is rare in the world history. The destinies of the two countries are always closely intertwined and the stability and development of one country are also conditions and driving forces for the stability and development of the other.

The Vietnamese State’s awarding of the Independence Order and the Friendship Order to five collectives and 39 individuals of the Lao MND aimed to recognize the important contributions of the Lao People’s Army to building and promoting the great friendship, special solidarity, comprehensive cooperation and strategic cohesion between the two countries. It also helped deepen the close, faithful, and ironclad solidarity between the two parties, states, peoples and militaries.

In his speech, Sr. Lt. Gen. Saichay Kommasith emphasized the special bond, the time-tested and constantly-developed relationship between the two brotherly countries.

He expressed confidence that the good task performance and support of the awardees would further strengthen the great friendship, special solidarity, comprehensive cooperation, and strategic cohesion between the two parties, states, peoples and militaries, helping the bilateral relationship constantly flourish.

On the afternoon, Gen. Nguyen Tan Cuong and Sr. Lt. Gen. Saichay Kommasith attended the inauguration ceremony of the headquarters of the Lao Border Guard Command.

The construction of the headquarters, which began in 2024 is one of the typical cooperation projects of the two defense ministries, and serves as a symbol of the special relationship between the Vietnam People’s Army (VPA) and the Lao People’s Army.

Addressing the ceremony, Gen. Cuong hoped that with the new facility, Lao border guards would have better working conditions and make more suggestions to help maintain security, order and social safety in border areas. He confirmed that the two MNDs and General Staffs would create most favorable conditions for the border guard forces of both sides to enhance their cooperation, thereby building the Vietnam - Laos shared border of peace, friendship, stability and sustainable development.

Also on April 23, Gen. Cuong and the high-ranking VPV delegation visited Star Telecom Company (Unitel) under the Military Industry-Telecoms Group (Viettel).

He asked Unitel to uphold solidarity, develop high-quality human resources, continuously innovate, explore, and invest in new technologies in order to maintain its No.1 market share position and continue its mission of building Unitel into a leading enterprise in terms of telecommunications and digital services in Laos.

He also called for the company to continue implementing social welfare programs, contributing to local community, and spreading of its internal cultural values to other businesses in Laos, especially Vietnamese enterprises operating there.
