The training course, lasting until February 2, 2024, involves the participation of 37 officers from nine partner countries of Canada's MTCP, namely Bangladesh, Indonesia, Malaysia, Mongolia, Nepal, Pakistan, the Philippines, Thailand, and Vietnam.

This marks the first time that Vietnam and Canada have jointly organized a training course focusing on the exercise planning process. With the participation of five experienced Canadian instructors, international and Vietnamese participants will be equipped with practical knowledge and skills related to exercise planning processes.

During the theoretical phase, instructors will cover fundamental principles in developing the exercise’s contents, creating the exercise’s intentions, defining the exercise’s goals and themes, building the exercise’s scenarios, conducting field surveys, establishing specialized teams, setting up the exercise’s schedule, conducting the exercise and evaluating it.

The practice phase will include building the exercise’s management levels, developing the exercise’s contents, creating the overall and detailed plan for the exercise, conducting the exercise’s management, holding experience-sharing meetings, and evaluating the exercise, as well as reporting the exercise’s results.

In his opening speech, Senior Colonel Pham Manh Thang, Director of the Vietnam Department of Peacekeeping Operations, stated that this is the third time that Vietnam and Canada have jointly organized an international specialized training course at the Vietnam Department of Peacekeeping Operations. This collaboration occurs as Vietnam is increasingly engageing in U.N. peacekeeping operations.

The course aims to enhance the capacity to organize international specialized training courses and develop a group of U.N. peacekeeping instructors. It also seeks to strengthen friendly relations and cooperation between Vietnam and Canada, as well as other international partners in the field of U.N. peacekeeping operations.

Lieutenant Colonel Paul Payne, Canadian Defense Attaché to Vietnam, mentioned that the training course would introduce participants to the exercise planning process based on NATO's training and exercise documents. It will assist participants in engaging in the development, planning, and evaluation of the exercise’s contents.

Lieutenant Colonel Paul Payne emphasized that this training course serves as evidence of the growing mutual relationship and defense cooperation between Vietnam and Canada. In the future, the two countries plan to jointly organize the U.N. Staff Officers Course, a third training course of this kind in the past two years between their armed forces.
