The event was co-chaired by Deputy Commander and Chief of Staff of the Vietnam Border Guard Command Major General Hoang Huu Chien and Lieutenant General Liu Zizhu, Deputy Commander of Southern Theater Command of the Chinese People's Liberation Army.
Delivering a report at the talks, Gen. Chien affirmed that despite the impact of the COVID-19 pandemic, since 2018, the border guard forces of the two countries have stood side by side, overcome all difficulties, and maintained the close, effective, and comprehensive solidarity, friendship, cooperation in all aspects and obtained outstanding results.
In particular, the two sides have strictly and effectively carried out three legal documents on land border between the two countries and memorandum of understanding and bilateral talks between their affiliated units; actively exchanged information; established hotline mechanism and meetings and exchanges between young officers; well conducted joint patrol; worked together to successful organize seven border defense friendship exchanges and are preparing for the eighth edition in Vietnam’s Lao Cai and China’s Yunnan.

The two sides regularly coordinate to organize joint activities to prevent crime and law violations in border areas, including combating illegal immigration, smuggling, drug and human trafficking, illegal trading and transportation of weapons and explosives.
Border guard forces of the two countries have actively made recommendations to local party committees and authorities to establish twinning relations between resident clusters of the two countries. So far 59 pairs of villages, residential clusters, border guard units have set up their twinning relations.

In addition, the two sides have regularly exchanged information and taken measures to prevent the COVID-19 effectively. The Chinese side has donated VND 2.5 billion to buy pandemic prevention and control equipment for Vietnamese units, while Vietnam donated VND 3,5 billion to China.
To enhance the effectiveness of the coordination, Gen. Chien said that the two sides should continue to grasp and effectively carry out common perception reached by senior leaders of the two countries and two ministries, and inked cooperation documents and minutes; maintain mechanisms; foster coordination and regularly exchange information; together protect border markers.
The two sides should work together to prevent cross-border crime and terrorists; foster dissemination of legal documents on border to people in border areas; regularly organize talks and meetings and exchanges of telegrams; cooperate to successfully hold the 8th Vietnam - China Border Defense Friendship Exchange as planned.
At the talks, Lt. Gen. Liu Zizhu affirmed that the friendship and cooperation between the two parties, countries, and peoples and the “four good” spirit (good neighbors, good friends, good comrades, and good partners) are invaluable assets that need maintaining and developing.
The Chinese official asked the two sides to foster exchange, be willing to collaborate to organize the 8th Vietnam - China Border Defense Friendship Exchange, strengthen exchange, promote exchange, renew exchange models to consolidate friendship and join efforts to maintain security in border areas.
