At the reception, Gen. Chien affirmed that the Vietnamese Party, Government, and Ministry of National Defense always attach great importance to the comprehensive strategic cooperative partnership between the two countries. The cooperation between the two parties and two countries is a premise for the bilateral defense cooperation to continuously expand, deepen, and achieve practical achievements in many fields, in accordance with the spirit of the Vietnam-China Joint Statement on continuing to promote and deepen the comprehensive strategic cooperative partnership achieved by the two countries after the official visit to China by the Vietnamese Party General Secretary Nguyen Phu Trong in November 2022.

An overview of the meeting

The Vietnamese deputy defense minister emphasized that over the past time, defense cooperation between Vietnam and China has been promoted by the two sides, achieving positive results in such areas as meetings and exchange of delegations at all levels; effective maintenance of existing cooperation and exchange mechanisms like border defense friendship exchange, deputy ministerial-level defense strategic dialogue, joint patrols in the Gulf of Tonkin between the two navies and coast guard forces. Recently, the third Vietnam-China Young Coast Guard Officers Exchange Program was successfully organized. The two sides are working closely to prepare for the 8th Vietnam - China Border Defense Friendship Exchange.

At the meeting, Gen. Chien highly appreciated the cooperation outcomes between the two border guard forces, saying that the obtained achievements have practically contributed to strengthening the bilateral relationship and building a borderline of peace, friendship, stability, and development for socio-economic development. 

In spite of being affected by the COVID-19 pandemic, the two sides have overcome all difficulties; maintained close, effective, and comprehensive coordination in all aspects; thoroughly grasp and strictly and effectively implement legal documents on the land border between the two countries, the "Border Guard Cooperation Agreement between the Vietnamese and Chinese Ministries of Defense" signed in 2017, and memorandum of understanding and bilateral talks.

The host hoped that in the coming time, the two sides would continue to thoroughly implement the common perception reached by the two countries' senior leaders, the two defense ministries and signed bilateral cooperation documents and minutes. In the short-term, the two sides should further coordinate with each other to successfully hold the 8th Vietnam-China Border Defense Friendship Exchange; organize talks, exchanges, meetings, and other cooperation activities.

For his part, Lt. Gen. Liu Zizhu emphasized the importance of border defense cooperation. He said that during the visit, the delegation had frank and effective talks with the Vietnam Border Guard Command, during which the two sides agreed to join hands to build a borderline of peace, friendship, stability, and development. The Chinese official affirmed that China will try its best to prepare for the 8th Vietnam-China Border Defense Friendship Exchange to ensure its success.
