In his report on the mission, Major General Pham Van Ty, Deputy Director of the Department of Search and Rescue of the General Staff and head of the contingent of the Vietnam People's Army (VPA) said that in spite of facing geographical difficulties, thanks to the effective support from the Vietnam Embassy and the Defense Attaché in Myanmar, the VPA’s rescue forces were able to complete the mission.

Particularly in the epicenter area, where there was no mobile signal, the Military Industry-Telecoms Group (Viettel) strived to ensure smooth communication and provided essential equipment to serve the search efforts. In addition, Viettel provided telecommunications support for over 4.5 million users in Myanmar, SIM cards for over 30,000 people and international rescue teams. "The support greatly enhanced the effectiveness of the relief efforts," General Ty said.

Speaking at the ceremony, Prime Minister Pham Minh Chinh acknowledged and praised the military and public security rescue forces for their prompt preparation and deployment of personnel and equipment for the mission and their successful execution of their international duties.

He recalled that within just 24 hours, the Ministry of National Defense and the Ministry of Public Security led and directed the relevant agencies and units to swiftly prepare personnel, vehicles, and equipment. Selected forces fully understood the duty and were ready and determined to complete the assigned tasks. Despite the difficulties, the forces overcame challenges, running against time to search for victims. They spotted many places with trapped victims and handed them over to local authorities for further handling. The search and rescue results have demonstrated the capabilities and reputation of the VPA and the Public Security of Vietnam in addressing non-traditional security issues. Their efforts have been praised by international community, the Government, and the people of Myanmar.

On this occasion, Prime Minister Pham Minh Chinh extended condolences to the Myanmar people whose loved ones lost their lives and to those injured in the earthquake. He expressed hope that with the help of the international community, the Government and people of Myanmar would soon recover and stabilize their lives.

The Prime Minister requested the Ministry of National Defense and the Ministry of Public Security to review and draw lessons from the preparation and deployment of forces and use of equipment for the mission. He also urged the two ministries to study experience from other countries participating in the relief efforts in Myanmar and incorporate relevant lessons into training programs to enhance the effectiveness of future disaster response efforts.

At the ceremony, on behalf of the Party and State leaders, Prime Minister Pham Minh Chinh awarded the Third-class Fatherland Protection Order to the Department of Search and Rescue of the Ministry of National Defense and the Department of Fire Prevention, Search and Rescue of the Ministry of Public Security. The Third-class Fatherland Protection Order was also presented to four individuals, namely Maj. Gen. Pham Van Ty; Senior Colonel Nguyen Minh Khuong, Deputy Director of the Department of Fire Prevention, Search and Rescue; Sr. Col. Nguyen Duy Minh, Deputy Director of the Department of Foreign Relations under the Ministry of National Defense; Lieutenant Colonel Lai Ba Thanh, doctor of Military Hospital 103 of the Military Medical University, for their outstanding achievements in rescue operations in Myanmar.

On this occasion, Standing Deputy Prime Minister Nguyen Hoa Binh handed over Certificates of Merit of the Prime Minister to eight units and 17 individuals. The Defense Minister awarded Certificates of Merit to 17 units and 89 individuals, while the Ministry of Public Security presented Certificates of Merit to 21 individuals who excelled in performing their rescue duties in Myanmar.
