In the first six months of 2025, international integration and defense diplomacy were effectively directed and implemented in line with the guidelines and foreign policies of the Party and the State, obtaining outstanding results. Relevant agencies and units collaborated closely in studying, assessing and promptly advising the Central Military Commission (CMC) and the MND on sensitive and complex issues in international relations. Bilateral defense cooperation continued to be consolidated, strengthened, and promoted with tangible outcomes, especially with neighboring countries and key partners. Relations were handled with balance and harmony, contributing to building trust, maintaining friendly ties with other nations, fostering a peaceful environment for national development, and strengthening defense capabilities. Multilateral defense diplomacy was also carried out effectively, helping build confidence, garner international support, and promote cooperation in other areas.

In addition, exchanges and cooperation among arms and services; war legacy settlement; United Nations peacekeeping operations; collaboration in training, scientific research, and technology have been actively and effectively implemented. Coordination among agencies and units in the military and between the MND and other Party and State organizations, sectors, localities, and Vietnam’s diplomatic corps abroad was well maintained.
On behalf of the CMC and the MND, General Chien commended the agencies and units for their pro-active, flexible, and dedicated efforts in carrying out key tasks and activities related to international integration and defense diplomacy during the first half of 2025.
In the second half of this year, the defense leader emphasized the need for all relevant agencies and units to continue studying, thoroughly understanding, and strictly implementing the directives of the Party, the State, the CMC, and the MND. He emphasized the need to continue innovating and enhancing the effectiveness of international integration and defense diplomacy, with a focus on practical cooperation activities.

The defense leader also called for thorough preparations for defense diplomacy events in celebration of the 80th anniversary of National Day (September 2), effective support for external affairs by leaders of the Party, State, and military, as well as military and defense activities within the ASEAN framework. He also urged acceleration of administrative reform and digital transformation in defense diplomacy.
