Over the past 20 years, Prime Minister Hun Sen initiated the Win-Win Policy to ensure life, jobs, and property for Khmer Rouge soldiers when they surrendered. The policy witnessed the official ending of the civil war in Cambodia and contributed to creating a peaceful and stable environment for Cambodian people to build and develop their country.
The construction of the Win-Win Monument started in February 2016 on an 8ha square in Prek Ta Sek commune, Chroy Changvar district, Phnom Penh.
The monument is a symbol of Cambodia’s independence, sovereignty, territorial integrity, and prosperity.
