Mr. Elbridge A. Colby extended Lunar New Year greetings and expressed a desire to bolster defense ties for regional peace and sustainability. He affirmed the U.S. Department of War’s commitment to supporting Vietnam in addressing war legacies.
General Phan Van Giang urged both sides to effectively implement existing agreements, specifically the October 2025 Memorandum of Understanding on war legacy cooperation. He also called for the swift fulfillment of commitments, particularly the dioxin remediation project at Bien Hoa Airport.

Defense diplomacy is a pillar of Vietnam’s foreign policy, fostering strategic trust and international relations while enhancing the nation’s and the Vietnam People’s Army's prestige.
General Phan Van Giang expressed confidence that the Vietnam Defense Attache Office in the U.S. will continue its advisory role to strengthen bilateral defense cooperation. He urged the office to proactively advise the Party and State on deepening the Vietnam–U.S. Comprehensive Strategic Partnership effectively, contributing to regional and global peace, stability, and development.
