At the meeting, Gen. Quyet expressed his delight at meeting Gen. Kasinsky Leonid Viktorovich during his visit to Vietnam and participation in the Vietnam International Defense Expo 2024. He thanked the Belarus Ministry of Defense for its attention and support, as well as for sending a delegation to the expo.
Gen. Quyet affirmed that the Party, State, military, and people of Vietnam always value the traditional friendship between Vietnam and Belarus, deeply appreciating and remembering the sincere and effective assistance provided by the people of the former Soviet Union, including Belarus, during Vietnam’s struggle for national independence and reunification.
Expressing delight at the results of defense cooperation between the two countries, the Vietnamese GDP’s Chief hoped that the armed forces of both countries would strengthen cooperation in the fields of ideological work, military media, military history, training, and organize exhibitions showcasing the achievements of both countries and their armed forces. This would contribute to educating military personnel about the traditional friendship between the two nations and their militaries.
Noting the similarities between the two militaries, including the loyalty to their countries and people, strict discipline, and readiness to defend the interests of the nation and people, Gen. Quyet suggested that in the future, the two militaries should push forward cooperation in some key areas and instruct relevant agencies to exchange measures to enhance cooperation.

The Vietnamese GDP’s Chief hoped that the Belarusian Ministry of Defense would continue to offer preferential training opportunities and scholarships for the Vietnamese MND, and the MND is willing to welcome senior officers from Belarus to attend international refresher courses at the Vietnam National Defense Academy and continue inviting Belarusian officers to learn Vietnamese at the Military Science Academy.
For his part, Maj. Gen. Kasinsky Leonid Viktorovich expressed his happiness at visiting Vietnam and attending the Vietnam International Defense Expo 2024. He extended his congratulations to Gen. Quyet and Vietnamese officers and troops on the occasion of the 80th anniversary of the foundation day of the VPA.
The guest updated the host on the activities within the Belarusian Minister of Defense’s official visit to Vietnam, including a talks between the two defense ministers to discuss orientation for defense cooperation in the future. One of the topics discussed during the talks was training cooperation, where the Belarusian Ministry of Defense will consider resuming scholarship offerings for Vietnamese cadets.
He believed that believes that the visit by the Belarusian Minister of Defense will bring a new momentum to defense cooperation between the two countries, particularly between the Belarusian Ministry of Defense’s Genera Department of Ideological Work and the VPA’s GDP, especially in the field of political and ideological work.
On this occasion, Maj. Gen. Kasinsky Leonid Viktorovich expressed his hope to welcome the leadership of the MND and the GDP to Belarus to attend the Celebration marking the 80th anniversary of Belarus’s Victory Day next year.
