Defense Minister receives outgoing Singaporean Ambassador to Vietnam
PANO - Defense Minister General Phan Van Giang received Singaporean Ambassador to Vietnam Jaya Ratnam, who paid a farewell visit at the end of his tenure on November 4 at the headquarters of the Ministry of National Defense (MND).
Gen. Giang congratulated the ambassador on successfully completing his term in Vietnam. He emphasized that the Vietnamese MND highly appreciated the diplomat’s positive contribution to strengthening and developing the good friendship and cooperation between Vietnam and Singapore in general, and between the two defense ministries in particular.

The host believed that in any future position, Ambassador Jaya Ratnam will continue to fulfill his duties excellently and foster the two countries’ relations.
He highlighted that Vietnam and Singapore are dynamic and active members of ASEAN, sharing a relationship built on trust and closeness. He underlined that the decision to elevate bilateral ties to a comprehensive strategic partnership in March 2025 marked a historic milestone, opening a new chapter in their relationship.

Within the overall framework of fruitful bilateral relations, bilateral defense cooperation has achieved comprehensive and practical results across many areas, including delegation exchanges at all levels; defense policy dialogues, consultations and information sharing; service-to-service collaboration; maritime security; training; and mutual support and cooperation at multilateral forums.
The Vietnamese defense chief voiced his confidence that the bilateral defense ties will continue to advance strongly, substantively, and effectively in the coming time.

On this occasion, he expressed gratitude to the Government and people of Singapore for their support and sympathy toward Vietnam during natural disasters.
For his part, Ambassador Jaya Ratnam thanked the Vietnamese MND for its support and facilitation throughout his tenure. He affirmed that defense cooperation remains a key pillar of the bilateral relationship and hoped that Singapore and Vietnam will continue to work together to elevate their partnership to new heights.
