At the meeting, General Phan Van Giang emphasized that in recent times, under the strategic guidance of senior leaders of the two parties and countries, the bilateral cooperation across various fields has increasingly deepened, becoming more substantive and effective.

In March, the two sides successfully held the first ministerial-level “3+3” strategic dialogue involving the Ministries of Foreign Affairs, National Defense, and Public Security of Vietnam and China.
Notably, immediately following the “3+3” dialogue, both sides co-organized the 10th Vietnam - China Border Defense Friendship Exchange in Vietnam’s Quang Ninh province and China’s Guangxi Zhuang Autonomous Region. The event contributed to strengthening solidarity and friendship, while promoting increasingly effective and substantive defense cooperation between the two countries.
In recent years, bilateral defense cooperation has consistently been affirmed as one of the key pillars of the relationship between the two nations. This is reflected in various areas of cooperation, including delegation exchanges, service-to-service cooperation, education and training, defense industry collaboration, and joint research.
Highly appreciating Sr. Col. Jiangbo’s contribution during his tenure in Vietnam, General Phan Van Giang affirmed that, in his capacity, he closely coordinated with relevant Vietnamese agencies, effectively serving as a bridge between the two Ministries of National Defense, and actively promoting and contributing to the overall success of bilateral defense diplomacy activities.
The Vietnamese Defense Minister expressed confidence that in his new position, Sr. Col. Jiangbo would continue to make further contribution to the development of Vietnam - China defense relations.
On this occasion, General Phan Van Giang also expressed his appreciation for the contribution of the two diplomats to recent activities, particularly their coordination and support in the renovation and upgrading of cemeteries for Chinese soldiers and advisors who assisted Vietnam’s revolution (April 2025).

Looking ahead, the Vietnamese defense leader expressed his hope that the Chinese Embassy would continue to work closely with Vietnam’s Ministry of National Defense to strengthen the bilateral defense cooperation in a more intensive and practical manner.
Sharing General Phan Van Giang’s views, Ambassador Hewei affirmed that the “3+3” strategic dialogue was highly successful and yielded positive outcomes. The dialogue helped strengthen political trust between the two countries and elevate China - Vietnam relations to a new level. Following the dialogue, the successful organization of the 10th Vietnam - China Border Defense Friendship Exchange further contributed to strengthening cooperation between the two Ministries of National Defense and fostering friendship between the two peoples.
According to Ambassador Hewei, in the coming time, both sides should enhance exchange activities, including political work exchanges, joint naval and coast guard patrols, and exchanges between young officers of the two countries.
