The event also introduced the Government’s Decree No.07/2025/ND-CP dated March 25, 2025, and the MND’s Circular No.32/2025/TT-BQP dated May 19, 2025, which provide guidance on ensuring benefits and policies for Vietnamese personnel participating in U.N. peacekeeping operations.

Deputy Defense Minister Sr. Lt. Gen. Hoang Xuan Chien chaired the event.
During the conference, Major General Pham Manh Thang, Director of the Vietnam Department of Peacekeeping Operations, affirmed that the project aims to meet the task of developing the U.N. peacekeeping force of the Vietnam People’s Army by expanding its personnel, scale, forms, fields, and areas of operation in the coming time.
In the time to come, in accordance with the detailed provisions of the Law on participation in U.N. peacekeeping operations recently passed by the National Assembly, the policies for personnel participating in U.N. peacekeeping operations will continue to be considered and adjusted by a new decree of the Government.

An overview of the conference |
In his remarks, Sr. Lt. Gen. Hoang Xuan Chien praised the Vietnam Department of Peacekeeping Operations and relevant agencies and units for their efforts in building and developing forces to participate in U.N. peacekeeping operations, as well as in formulating and completing a firm legal framework to support the deployment and implementation of U.N. peacekeeping duties.
The deputy defense minister required them to focus on effectively implementing the project in accordance with its outlined content and timeline, while developing a contingent of officers and personnel with the necessary qualities, capabilities, and professional competence to meet the requirements of U.N. peacekeeping duties in a multilateral environment, particularly participating in successfully applying for senior command positions at U.N. missions and headquarters, thereby further enhancing the position and prestige of Vietnam and the Vietnam People’s Army in the international arena.
