The report delivered at the meeting affirmed that, over the past time, the Son La provincial Party Committee has led and directed the prioritization of resources to develop the province into a high-tech agricultural development center in the Northwest region, a center for agricultural processing, milk, fruits, pharmaceutical plants, and tourism. The province has actively implemented key transportation projects; focused on responding to natural disasters and overcoming consequences of floods; maintained stable economic growth, and positively shifted its economic structure in line with the province's development goals; attached much importance to building the Party and political system.

Additionally, the province has paid attention to conducting dissemination to raise officials, party members, and people’s awareness of the strategic importance of national defense and security; effectively carried out military and defense tasks and the building of firm whole people’s defense posture, whole people’s border defense in combination with strong whole people’s security posture and defensive areas; actively and pro-actively coordinated closely with the Ministry of National Defense to prepare for the second Vietnam-Laos Border Defense Friendship Exchange.

Speaking at the event, Defense Minister Phan Van Giang thanked the provincial party committees and authorities for their close coordination with military units and local units in preparing for the second Vietnam-Laos Border Defense Friendship Exchange. He praised the Party Committee, authorities, troops, and people of Son La province for overcoming difficulties and achieving significant accomplishments.

To successfully fulfill socio-economic development and defense and security consolidation targets, Gen. Giang suggested the Son La provincial Party Committee prioritize the work of building and rectifying of the Party and a clean and healthy political system; maintain leadership principles; strengthen unity within the party organization; maintain people's trust in the Party and government. Attention should be given to remote and strategic areas, particularly those newly reorganized within the province.

In addition, it is important to effectively implement the Politburo’s resolution on socio-economic development, defense and security consolidation in the midland and mountainous areas of Northern Vietnam until 2030, with a vision towards 2045. The province should concentrate on executing its planning for the 2021-2030 period, with a vision to 2050, and implement national target programs, especially those aimed at developing socio-economic conditions in ethnic minority and mountainous areas.

The defense leader also emphasized the need to continue to effectively implement resolutions and conclusions on military and defense strategies; enhance the quality of defense and security education and training; ensure the effective implementation of the state management over defense at all levels; strengthen the whole people’s defense and whole people’s security posture; build the comprehensively strong armed forces with high combat readiness and capabilities to effectively respond to any circumstances; closely combine socio-economic development and defense and security consolidation. He added that it is vital to well carry out foreign relations work, particularly with Laos, to build a borderline of peace, stability, cooperation, and development; prevent hostile forces from sabotaging the Vietnam-Laos relations.
