Hai said that the First Congress of the Ca Mau Provincial Party Organization for the 2025–2030 term marked a particularly significant milestone, as it is the first term following the merger of former Bac Lieu and Ca Mau provinces.

The consolidation has opened up a new development space with greater potential and a stronger position. To turn the resolution of the provincial Party Congress into reality, mobilizing and effectively using resources has been identified as a decisive factor.
In terms of financial and investment resources, Ca Mau will adhere to the principle that State capital serves as “seed capital” to lead and activate social resources. The province will step up administrative reform, improve the investment and business environment, and attract strategic investors and major domestic and foreign corporations, especially in renewable energy, marine economy and logistics infrastructure. Public–private partnerships will be promoted, while public investment will focus on key and urgent projects, particularly inter-regional transport infrastructure, climate change adaptation and social welfare, coupled with stronger supervision to prevent waste and corruption.
Human resources development has been identified as the most valuable resource and a strategic breakthrough. Ca Mau will build a contingent of capable, innovative and dedicated officials, implement talent attraction policies, and cooperate with major training institutions to develop a high-quality workforce meeting new development requirements.
Institutional and policy mechanisms are regarded as the “resource of resources.” The province has actively proposed pilot special mechanisms to the central authorities to fully leverage its advantages as Vietnam’s southernmost province, while removing bottlenecks related to land procedures and site clearance.
Hai emphasized that Ca Mau will also mobilize the strength of the great national unity bloc, fostering self-reliance, confidence and aspirations among the people to create a combined force for development.
Regarding economic development, Ca Mau, with an area of over 7,942 sq.km, a population of more than 2.6 million, and a coastline stretching 310 km, has identified four strategic pillars. These include completing transport and digital infrastructure; developing the marine economy with renewable energy, seaports, logistics and high-value processing industries; promoting high-tech, clean agriculture, with shrimp and rice as key products; and developing services and tourism based on the province’s unique ecological and cultural assets.
Marine economic development is set to become the main growth driver, with a focus on developing Hon Khoai port into an international gateway, building Ca Mau into a national clean energy hub, and promoting high-tech aquaculture linked with deep processing and environmental protection.
The province will also capitalize on its strengths in shrimp farming and mangrove forests, developing sustainable value chains and ecological agriculture, while positioning tourism as a spearhead sector, leveraging iconic destinations such as the Ca Mau Cape Ramsar Site.
Looking ahead to the 2025–2030 period, Hai said Ca Mau will prioritize adjusting its provincial master plan, accelerating digital transformation and innovation, investing in inter-regional transport connectivity, improving social welfare and living standards, safeguarding national defense and security, and strengthening Party building and governance capacity.
With firm confidence in the Party’s leadership and the unity of its people, Ca Mau is determined to successfully implement the resolution of its first provincial Party Congress and make active contributions to Vietnam’s development in the new era, the official concluded.
