The leader said the Government highly values the interest shown by the world’s leading semiconductor group in Vietnam, viewing it as clear evidence of the confidence of global technology corporations in the country’s cooperation potential and investment environment.

He noted that this would contribute to further deepening and strengthening Vietnam–Netherlands relations in a substantive and effective manner, in line with the aspirations of senior leaders of both countries, particularly in science, technology, innovation and digital transformation.
He added that a semiconductor ecosystem has already taken shape in Vietnam, with the presence of many global industry leaders such as Samsung, Intel, NVIDIA, VDL-ETG, Tecnotion and Coherent, alongside Vietnamese technology enterprises with strong potential for cooperation, including Viettel, FPT and VSAP Lab.
PM Pham Minh Chinh called on ASML to support and connect qualified Vietnamese enterprises so that they can participate more deeply in its global supply chains, thereby diversifying and enhancing the stability of the group’s supply chains in the Asian region.
He also encouraged ASML to study the establishment of a representative office in Vietnam to strengthen direct engagement and demonstrate the group’s long-term strategic commitment. This would help support Vietnamese enterprises in developing digital infrastructure, semiconductor manufacturing, research, testing and technical services, as well as provide advice on technology standards and management practices to gradually build domestic production capacity.
The Government leader further suggested that the Dutch firm expand training programs, expert exchanges, internships and scholarship support for the nation in the semiconductor field. The Vietnamese Government remains committed to accompanying and creating the most favorable conditions for foreign enterprises, including ASML, to invest and operate successfully and sustainably in the country, he affirmed.

For his part, Eduard Stiphout said ASML plays a central role in the global semiconductor value chain.
Commending Vietnam’s development strategy based on science, technology, innovation and digital transformation, including the development of the semiconductor industry, the ASML vice president stated that the group is ready to become an integral part of the country’s semiconductor sector.
Agreeing with his host’s views, Stiphout said his company is studying the possibility of expanding its supply chain in Vietnam, cooperating in the establishment of a training, research and development center, considering a formal presence in the country, and assessing opportunities to supply equipment to potential customers.
These efforts would contribute to the development of Vietnam’s semiconductor ecosystem, as envisaged by Prime Minister Pham Minh Chinh, he added.
