In particular, the MND required the General Staff (GS) to direct functional agencies and units to review, build an implementation plan and timeline, and report to the MND in the fourth quarter of this year to guide the reorganization, and staffing, enhance capacity of forces tasked with addressing the war's legacy. The GS should ask the Military Science and Technology Institute to boost researching and developing new technologies to accelerate and make breakthroughs in the remediation of war legacies involving bombs, mines, and toxic chemicals/dioxin.

The General Department of Political Affairs will require functional agencies and units to promote dissemination to raise awareness and responsibility of the Party Committees and chains-of-command in effectively implementing war consequence remediation, focusing on domestic and international communication to attract resources, organizing and coordinating in implementing regulations on regimes and policies, and ensuring security, safety and confidentiality.
The Engineering Corps and the Vietnam National Mine Action Center (VNMAC) have been tasked with accelerating the development of the Ordinance on the settlement of bombs, mines and explosives consequences; urgently completing and submitting for approval by third quarter of 2025 the national action plan for the 2025-2030 period, as well as the national strategy to 2025 on overcoming the consequences of war-related un-exploded ordnance (UXO); and finalizing and submitting by the second quarter of 2025 a proposal to enhance capacity, with the goal of completing UXO clearance over the next 40 years; among others.
The Chemical Corps and the National Action Center for Toxic Chemicals and Environmental Treatment (NACCET) have been directed to urgently implement and complete the assessment of dioxin contamination at Phu Cat airport (Binh Dinh province) by the third quarter of this year and submit for approval a remediation project proposal in October, with the goal of completing the cleanup by 2028.
The MND will enhance cooperation with the U.S., foreign countries, as well as international organizations to implement projects to improve the quality of life of AO/dioxin victims in 8 provinces; urgently complete documents to seek approval for a new project funded by U.S. non-refundable ODA, to be implemented in Bac Lieu, Ca Mau, Ben Tre province, to name but a few.
The Air Defense - Air Force Service will continue close coordination with U.S. agencies to carry out Phase 1 of the dioxin remediation project at Bien Hoa airport, while urgently completing the procedures for signing adjustments to the U.S. non-refundable ODA aid agreement to ensure funding for implementation and completion by 2030.
