The Vietnamese delegation was led by Senior Lieutenant General Vo Minh Luong, Deputy Defense Minister and Chairman of the Vietnamese Government’s Specialized Committee. The Cambodian delegation was headed by General Pol Saroeun, Senior Advisor to the King of Cambodia and Chairman of the Cambodian Government’s Specialized Committee.

At the meeting, the two sides reviewed outcomes of their cooperation during the 2024–2025 dry season and agreed on orientations and tasks for the 2025–2026 dry season. In the 2024–2025 dry season, Vietnamese search and collection teams found and repatriated 781 sets of martyrs’ remains of Vietnamese volunteer soldiers and advisors.

Speaking at the event, Senior Lieutenant General Vo Minh Luong highly valued the sincere cooperation of the Cambodian Government’s Specialized Committee as well as the support from Cambodian authorities, localities, and people in helping Vietnamese teams successfully fulfill their tasks. He stressed, “The search for martyrs’ remains is a long-term mission that must be carried out until there is no further information. The mission is increasingly difficult as time passes, information becomes scarce, and terrain is complex and ever-changing. Therefore, it is necessary to apply strong and specific measures.”

At the meeting, the two sides agreed to step up communication work, considering it an important task to help people of the two countries, especially younger generations, understand the purpose of the fighting and sacrifice of Vietnamese volunteer soldiers and advisors. This would encourage active and effective support from people of all walks of life, organizations, and witnesses in the search and collection efforts. Both sides’ agencies and localities will regularly exchange information, promptly draw lessons, reward collectives and individuals with outstanding achievements, as well as assign experienced personnel with understanding of localities to join the task and promptly resolve difficulties in the field.

General Pol Saroeun affirmed that Cambodia is committed to continuing to support and actively cooperate with Vietnamese competent forces. “This is our responsibility and moral obligation to the Vietnamese volunteer soldiers and advisors who heroically fought and sacrificed their lives to save the Cambodian people from the genocidal regime,” he added.
At the end of the meeting, Senior Lieutenant General Vo Minh Luong and General Pol Saroeun signed the minutes of the 24th meeting as the basis for effective implementation of the mission in the 2025–2026 dry season. On this occasion, authorized by the Vietnamese Prime Minister, Senior Lieutenant General Vo Minh Luong presented financial assistance from the Vietnamese Government to Cambodia Government’s Specialized Committee. He also offered gifts to members of the Cambodian delegation.
