Military Regions 1, 2, and 3 are responsible for directing provincial and municipal military commands to advise local authorities on reviewing practical response plans. Functional forces must coordinate to identify vulnerable areas and evacuate residents from areas at high risk of landslides, flash floods, and deep inundation, while preparing rescue manpower and equipment.

Meanwhile, Military Regions 4 and 5 were ordered to direct their affiliated units to strictly manage and ban vessels from operating in dangerous areas, maintaining readiness for rescue missions.

The Hanoi Capital Command was requested to pro-actively review disaster response plans and prepare personnel and equipment for recovery efforts. Simultaneously, the Vietnam Border Guard Command directed forces from Quang Ninh to Dak Lak provinces to coordinate with local authorities to strictly manage vessels, conduct headcounts, and promptly notify ships of the typhoon’s direction to ensure safe shelter.

The Air Defense - Air Force Service and Corps 18 were ordered to review their plans and ready personnel for aerial search and rescue missions upon command. The General Department of Logistics - Technical Services, the General Department of Defense Industry, and General Department II must urge their affiliated units to ensure the safety of warehouses and weapons. They are also required to prepare logistics and technical support, and stand ready to dispatch and transport rescue equipment to assist localities in disaster response.
