Specifically, 902 troops and militia personnel with 22 vehicles were sent to evacuate residents from 16 communes and wards at 68 flooded or overflowed sites in Hue city. 248 troops with 16 vehicles were dispatched to support post-flood and landslide recovery at nine communes and 25 inundated sites in Da Nang city.

Viettel Group also deployed seven officers and two flycams to Tra Leng commune, Da Nang city to survey and monitor landslide-prone areas.

Moving local residents' property to higher place

At 4:15 a.m. the same day, cargo ship Thai Ha 8888 with eight crew-members on board, carrying nearly 6,000 tons of cement, sank about 6.5 nautical miles off Son Tra Peninsula, Da Nang, due to rough seas. All crew-members evacuated safely in lifeboats and were rescued by ship Long Son 38. However, the vessel contained about 15,000 liters of diesel fuel, and its rapid-shutoff valves had not been closed. The National Civil Defense Office instructed the civil defense commands of Da Nang and Hue cities and the Central Region Oil Spill Response Center to coordinate and implement measures to handle the sinking and potential oil spill.

In response to prolonged heavy rains and flooding in Da Nang city, on October 27, the Technical Depot K55 under the Department of Logistics-Technical Services of Military Region 5, together with local military units, public security force and militia personnel, evacuated local residents and property to safe areas.

During the night of October 26 and throughout October 27, Hue city and Quang Tri province experienced heavy rains. Combined with upstream discharge from reservoirs, river water levels rose sharply, causing widespread flooding.

In Hue city, several wards were deeply flooded, some areas over 2 meters. Mountainous roads such as Khe Tre and Nam Dong suffered severe landslides and isolation. The Hue City Military Command mobilized nearly 2,700 troops and militia personnel with 184 vehicles to support flood response efforts, raise household belongings, and evacuate 563 households with 1,319 people to safe shelters.

In Quang Tri province, heavy rains flooded and cut off many areas and roads, forcing schools to close temporarily. Around noon on October 27, cargo ship ND 3464 suffered engine failure and drifted 80 meters off Hai Ninh beach, Ninh Chau commune, with four crew-members aboard. Senior Colonel Ngo Huu Tinh, Commanding Officer of Defensive Area Command 2 - Quang Ninh under the Quang Tri Provincial Military Command, said that upon receiving the alert, the unit dispatched 15 personnel to coordinate with local authorities, border guards, police, and militia forces for rescue. Despite heavy rain, high waves, and strong winds, after three hours of effort, by 3 p.m., rescuers reached the vessel and brought all four members to safety.

Notably, Mai Van Tan, head of Ninh Chau Commune Mobile Militia Platoon, and Ngo Van Bac from Ninh Chau maritime militia force, heroically swam through rough seas to reach the stranded ship and rescue the crew-members. Both were immediately commended by the Chairman of Ninh Chau Commune People’s Committee.
