Racing to complete school facilities
At the end of 2025, Nghe An province broke ground on the first phase of the construction of 10 inter-level boarding schools in the communes of Tam Thai, Anh Son, Tri Le, Mon Son, Nhon Mai, Bac Ly, Que Phong, Na Ngoi, Hanh Lam and Keng Du. Most of the projects are now basically on schedule and meet the conditions to welcome students after the opening ceremonies.

The Inter-level Primary-Secondary Boarding School in Nhon Mai commune is about one month behind schedule because its design had to be adjusted following a landslide on the site. The local authorities and contractor are focusing on overcoming the difficulties and striving to complete essential facilities for the opening of the new school year. However, several more months are expected to be needed for the school to operate fully and for teaching and learning to be organized on a stable basis.
According to the plan, on September 5, Nghe An province will hold opening and inauguration ceremonies for the inter-level boarding schools.
In Bac Ly commune, about 80 percent of the Inter-level Primary-Secondary Boarding School has been completed. According to Lu Quang Hung, Secretary of the Party Committee and Chairman of the People’s Council of the commune, construction had faced many difficulties because the area is mountainous and located in a border region with limited transportation access. Weather conditions, particularly during the rainy season, also frequently affect construction. As the project is being built on the site of the former school, comprehensive construction could only begin after the previous school year ended. Some facilities serving students’ daily life and school management, including student dormitories, teachers’ living quarters, the dining hall and the administrative building, cannot be completed before the opening of the new school year. Therefore, during the initial period of the new academic year, the school will not yet be able to provide centralized accommodation and meals for students, while teachers will still have to rent accommodation or stay with local people.
Together with accelerating construction, localities are proactively implementing measures to ensure safe travel for students. As the area is mountainous and forested, with many roads at risk of being cut off or affected by landslides during the rainy and flood season, local authorities have adopted measures to regularly monitor conditions and promptly coordinate efforts to address unsafe spots that could affect students’ travel to and from school. The top priority is to ensure that students can get to school safely and conveniently.
Developing human resources in border areas
If infrastructure provides the foundation, the quality of education will be the long-term measure of the effectiveness of inter-level boarding schools. Therefore, even as preparations for the opening ceremony are under way, localities have focused on strengthening personnel, organizing school management and establishing daily routines for students.

The locality has determined that establishing routines from the very first days of the school’s operation must be a priority. Tam Thai commune has developed a coordination plan involving the local authorities, school, military units and border stations stationed in the area to organize practical extracurricular activities. Students will be instructed in folding blankets, arranging personal belongings, maintaining personal and room hygiene, observing schedules, developing self-discipline and acquiring skills for communal living.
The school’s management, teaching and support staff have also been given opportunities to visit other boarding schools and exchange experiences. Experience in school administration, student nutrition, student management and establishing daily routines will be studied and applied in ways appropriate to local conditions.
To ensure that students study and train in a healthy and safe environment, Bac Ly commune will continue to promote coordination among military, police and border guard forces in maintaining security and order and preventing potential risks affecting students. The commune will also enhance efforts to raise students’ awareness of law compliance, self-protection skills and their sense of responsibility.
The boarding school model is expected to help ease the difficulties of supporting their children’s education, particularly for families living far from schools and those with limited economic resources. For the locality, the inter-level boarding school is expected to become an educational center that contributes to developing local human resources for the border area, providing a foundation from which more capable and responsible officials, workers and economic actors can emerge to contribute to their villages and homeland.
Despite many difficulties, localities are making efforts to address each problem, accelerate the completion of facilities, prepare personnel and establish routines. The new schools will not only provide better learning conditions for children in mountainous and border areas but also help develop human resources and lay the foundation for sustainable development in Nghe An’s border areas.
