The General Department II, the General Department of Logistics and Technical Services, and the General Department of Defense Industry have been instructed, within their respective responsibilities, to strengthen direction, supervision, and inspections of subordinate units. They are required to review response plans, ensure the safety of warehouses, workshops, factories, weapons, and equipment, and provide adequate logistical and technical support for disaster response, search and rescue operations. They must also coordinate the timely provision and transportation of rescue and relief supplies and equipment to support localities when ordered.
Military Regions 1, 2, 3, and 4 were asked to direct provincial and municipal military commands to review and update response plans in line with actual conditions, identify key disaster-prone areas, assist local authorities and residents with harvesting aquatic products and agricultural crops, reinforce houses, and evacuate households from dangerous areas to safe locations.
The Border Guard Command was tasked with instructing border guard units in coastal provinces and cities from Quang Ninh to Thanh Hoa to continue reviewing and tracking ships operating at sea. Ship owners are to be informed through all available means so they can take shelter from storms and tropical depressions. Border guard units will also guide and assist residents in ensuring the safety of watercraft at anchorage sites.
Army Corps 12, the Artillery and Missile Command, and other arms and services were also requested to direct subordinate units to review and inspect disaster response plans, ensure the safety of barracks and warehouses, and remain ready to deploy personnel and equipment to help communities respond to and quickly recover from natural disasters.
