To pro-actively respond to the developments of Typhoon No.5, on October 18, the General Staff of the Vietnam People's Army issued a dispatch, requesting agencies and units to maintain high levels of alertness; actively monitor and stay informed about the typhoon's progress; adjust contingency plans for typhoon prevention; implement measures to ensure the safety of troops, facilities, weapons, and equipment; prepare personnel and vehicles for timely and effective response to any emergency situations.

Military regions were tasked with coordinating with the local authorities and relevant agencies to inspect and review critical areas at risk of flash floods, landslides, and erosion. They were also instructed to support local residents in reinforcing their house and facilitate their relocation to safe areas when necessary. Military units were required to be ready to assist local authorities and communities in addressing the aftermath of natural disasters.

The Vietnam Border Guard Command has directed its affiliated units in the coastal provinces from Quang Ninh to Binh Dinh to closely monitor the typhoon's developments. They have organized the inspection of vessels currently operating at sea and cooperated with local authorities and vessel owners’ families to provide information about the typhoon's location and path, helping vessels navigate away from dangerous areas. The Naval Service and the Vietnam Coast Guard Command have directed their units to fire warning shots to alert vessels to the typhoon's approach and execute safety measures. They have also been asked to prepare for search and rescue missions at sea or on islands.
