In Sin Chai village, Dao San commune, Vu Thi Sung’s family rejoiced as their new solar power system has put an end to their daily struggles with unstable power source. She expressed deep gratitude for the dedication of the border troops and workers who helped her family to install the system.

This joy is shared by hundreds of border households across Lai Chau following the rollout of the provincial People’s Council’s Resolution No.09/2026/NQ-HDND, issued on April 22, 2026. The policy assists ethnic minorities in reducing living costs while accessing clean energy.

To ensure swift implementation, the Lai Chau provincial Border Guard Command has worked closely with the power sector and local authorities to review eligible households, disseminate information, and conduct installations. Overcoming fragmented terrain, steep slopes, and muddy trails, hundreds of officers and soldiers spent over two months carrying solar panels and electrical equipment on their backs to remote villages, successfully installing systems for 346 households.

To date, several units have achieved 100% of their targets, including Ka Lang, Mu Ca, Pa Ve Su, Dao San, Vang Ma Chai, Si Lo Lau, and Ma Lu Thang border posts.

Colonel Ha Duc Long, Political Commissar of Dao San Border Post, noted that despite relying entirely on manual labor for transportation, troops worked through their days off to bring electricity to locals, thereby kindling hope and trust in border areas.

Evaluating the program, Dong Thi Hong, Vice Chairwoman of the Dao San commune People’s Committee, affirmed that the transparent and tight coordination among forces has yielded high efficiency. The border guard force’s constant presence in the most challenging areas has profoundly cemented public consensus and trust.

The initiative also helps shift local awareness toward eco-friendly energy. Senior Colonel Le Cong Thanh, Deputy Political Commissar of the Lai Chau provincial Border Guard Command, emphasized that executing Resolution No.09/2026/NQ-HDND is a vital political task. It consolidates the ethnic communities’ trust in the Party and State and builds a strong foundation for border security.

The continuous efforts of the border guards, ranging from healthcare and education support to digital transformation and clean energy provision, are steadily improving living standards, nurturing solid military-civilian bonds, and illuminating a brighter future in the country’s westernmost borderland.
