Opening the article, Minister Ngo Xuan Lich stressed: Creatively applying the principles of Marxism-Leninism and Ho Chi Minh’s thought on the building of the revolutionary military to reality and strictly implementing the politico-military guideline of the Party and policies of the State, the Central Military Commission and the Ministry of National Defense have concentrated on the direction of the building of a strong military and successfully accomplished all military-defense missions in the new period.

In the 2015-2020 term, despite the complicated and unpredictable developments of the world and regional political and security situations, Vietnam has still developed rapidly and relatively comprehensively in all fields, making notable achievements serving to enhance the country’s prestige and position in the international arena. However, there have still been challenges and existing issues that need resolving. In that context, under the leadership of the Party and the management of the State, coordinating with relevant ministries, agencies and localities, the Central Military Commission, the Ministry of National Defense and party committees and chains-of-command of units at all levels have brought into full play the synergy, solidarity and unity to successfully fulfill all missions and goals set out in the resolution of the 10th Military Party Congress.

In the 2020-2025 term, in the context of international integration and globalization, the leadership over the implementation of military-defense missions, military building and defense is forecast to enjoy a lot of favorable conditions, but there still exist a good number of challenges. The world situation will still develop complicatedly with existing and unsolved issues. Large-scale war is less likely to occur, but strategic competition and localized conflicts will be further escalated to a more serious scale. Non-traditional security challenges, especially cyber-security, terrorism, natural disasters, and epidemics, continue to pose difficulties, while the hostile and reactionary forces as well as political opportunists will intensify the implementation of their plots against the Party, the State and the military in a fiercer manner. Therefore, the military will have to meet higher requirements in carrying out the tasks of military-building and defense power consolidation. To effectively complete all assigned tasks, the party committees and chains-of-command at all levels in the whole military must strengthen their leadership and direction over the military-defense task accomplishment by drastically and comprehensively carrying out all-out efforts, focusing on implementing the following six major tasks:

First, the strategic advisory role to the Party and the State of the military must continue to be effectively performed, serving to promptly handle any arising problems.

Second, priority must be given to the building of a politically-strong military, serving as a basis for the improvement of the overall combat power of the whole military.

Third, the core role of the military must be promoted in the building of the whole-people defense disposition in combination with the whole-people security posture, laying the firm foundation for strengthening the country’s defense power.

Fourth, the military is to implement measures in a comprehensive manner to build a revolutionary, regular, elite and gradually-modernized Vietnam People’s Army, serving as a solid premise for the building of a modernized military as from 2030.

Fifth, international integration and defense foreign affairs must be further promoted, contributing to the pro-active protection of the Fatherland from afar and by peaceful means.

Sixth, more attention must be paid to the building of a healthy, strong and exemplary Military Party Organization.

Concluding the article, General Ngo Xuan Lich emphasized the new and higher requirements in carrying out the tasks of military building and consolidation of national defense power in the 2020-2025 period. Promoting the noble virtues of Uncle Ho’s soldiers and the tradition of more than 75 years of development under the Party leadership, the Vietnam People’s Army will continue to uphold the spirit of self-reliance and self-resilience to pro-actively, creatively, and successfully fulfill all assigned tasks, deserving to be the heroic military of the heroic Vietnamese people.
