Speaking at the opening ceremony, Second-in-Command and Chief of Staff of the Soc Trang provincial Border Guard Command Senior Colonel Le Hong Ha said that having received the direction of the Vietnam Border Guard Command on organizing the exercise, the provincial border guard command actively started the preparation for the event.
