In recent years, the "Mass Mobilization" and "Good Mass Mobilization Units" movements have contributed to arousing national pride among ethnic minority people and mobilizing them to implement the Party’s guidelines, the State's policies, and laws effectively.
Over the past years, agencies and units in the whole military have worked closely with local party committees, authorities, and mass organizations to launch various effective methods and programs. They have fostered the implementation of mass mobilization activities during field trips, signed cooperative programs, and established twinning relationship with political-social organizations and between clusters of villages along the shared borderline. They have leveraged the roles of village patriarch, community leaders, and reputable individuals; organized meetings to disseminate new policies and production methods to locals; held cultural and sports exchanges.
The dissemination contents developed by agencies and units in the military have been tailored to the educational level, cultural practices, and customs of ethnic minority groups, contributing to the effective implementation of the National Target Program for socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period. They have supported ethnic and mountainous communities to strengthen production, raise incomes, reduce poverty, and improve locals’ living standards.

The military has closely coordinated with local authorities to directly survey and address urgent issues, such as electricity, water, food, and production materials; repair and build rural roads, community bridges, and new schools; and renovate community houses. Local military units, border guard forces, and military economic-defense units have mobilized thousands of vehicles and troops to build infrastructure, schools, cultural houses and gratitude and comradeship houses for those in disadvantaged areas; effectively prevented nomadic practices; established stable settlement areas; upgraded and built new military-civilian infirmaries; and worked with local authorities to implement literacy programs and primary education coverage.
